【摘要】：抗日戰(zhàn)爭爆發(fā)后,國民政府身負(fù)抗戰(zhàn)與建國兩項(xiàng)重?fù)?dān),面對日益嚴(yán)重的后方社會問題,在結(jié)合傳統(tǒng)救濟(jì)方式的基礎(chǔ)上,制定了相應(yīng)救濟(jì)法令及政策,調(diào)整救濟(jì)機(jī)構(gòu)；社會各界也積極配合并展開救濟(jì)工作,以達(dá)到穩(wěn)定后方、支援前線的作用。本文在充分吸收已有抗戰(zhàn)時(shí)期救濟(jì)方面成果的基礎(chǔ)上,力圖通過對抗戰(zhàn)時(shí)期大后方救濟(jì)事業(yè)各方面史實(shí)的考察呈現(xiàn)當(dāng)時(shí)社會救濟(jì)的實(shí)施狀況。 本文分為緒論、正文、結(jié)語三部分。 緒論部分主要介紹選題緣由、研究綜述及研究視角等。 正文由四部分構(gòu)成： 第一部分論述抗戰(zhàn)大后方社會救濟(jì)的興起。從局部戰(zhàn)爭到全面抗日戰(zhàn)爭的爆發(fā),造成并加劇了大后方社會問題,急需開展后方社會的救濟(jì)工作。 第二部分論述抗戰(zhàn)時(shí)期大后方的國民政府救濟(jì)狀況。主要從戰(zhàn)時(shí)國民政府的救濟(jì)立法、救濟(jì)宗旨、救濟(jì)機(jī)構(gòu)、救濟(jì)設(shè)施及救濟(jì)工作的開展等方面展開詳細(xì)論證。 第三部分論述抗戰(zhàn)時(shí)期大后方的民間救濟(jì)：其中包括了救濟(jì)組織類型、經(jīng)費(fèi)主要來源、救濟(jì)的具體活動(dòng)等內(nèi)容,與第二部分內(nèi)容相結(jié)合,展現(xiàn)出當(dāng)時(shí)大后方社會救濟(jì)事業(yè)的全貌。 第四部分論述抗戰(zhàn)時(shí)期大后方社會救濟(jì)的特點(diǎn)及成效。首先是總結(jié)戰(zhàn)時(shí)大后方社會救濟(jì)的特點(diǎn)；并從多角度分析大后方社會救濟(jì)的作用,如對抗戰(zhàn)的影響、對戰(zhàn)后西南經(jīng)濟(jì)的影響、對現(xiàn)代福利事業(yè)的影響；最后指出戰(zhàn)時(shí)后方救濟(jì)中存在的問題,如經(jīng)費(fèi)問題、貪污問題等。
[Abstract]:After the outbreak of the War of Resistance against Japan, the National Government was burdened with the burden of anti-Japanese war and the founding of the people's Republic of China. In the face of the increasingly serious social problems in the rear, on the basis of combining with the traditional relief methods, it formulated corresponding relief laws and policies and adjusted the relief agencies. All sectors of the community also actively cooperate with and carry out relief work to stabilize the rear and support the front line. On the basis of fully absorbing the existing achievements in relief during the War of Resistance against Japan, this paper tries to present the implementation of social relief at that time through the investigation of the historical facts of various aspects of the relief cause in the rear area during the period of the War of Resistance against Japan. This paper is divided into three parts: introduction, text and conclusion. The introduction part mainly introduces the reason of choosing the topic, the research summary and the research angle and so on. The text consists of four parts: the first part discusses the rise of social relief in the rear area of the War of Resistance against Japan. From the local war to the outbreak of the War of Resistance against Japan, the social problems in the rear area have been aggravated, and the relief work of the society in the rear area is in urgent need. The second part discusses the state of national government relief in the rear area during the War of Resistance against Japan. This paper mainly discusses the relief legislation, purpose, organization, facilities and work of the national government in wartime. The third part discusses the folk relief in the rear area during the War of Resistance against Japan. It includes the types of relief organizations, the main sources of funds, the specific activities of relief and so on, which is combined with the second part. It showed the whole picture of social relief in the rear area at that time. The fourth part discusses the characteristics and effects of the social relief in the rear area during the War of Resistance against Japan. Firstly, it summarizes the characteristics of the social relief in the rear area in wartime, and analyzes the functions of the social relief in the rear area from various angles, such as the influence on the war against Japan, the influence on the southwest economy after the war, and the influence on the modern welfare cause. Finally, it points out the problems existing in wartime rear relief, such as funds, corruption and so on.
