【摘要】：二十世紀(jì)六十年代我國進(jìn)行國民經(jīng)濟(jì)調(diào)整,為配合調(diào)整任務(wù),對經(jīng)濟(jì)體制進(jìn)行了探索性的改革。針對在建國以來相當(dāng)長的一段時(shí)間里工業(yè)管理體制存在的問題,在劉少奇的主持下,試辦工業(yè)、交通托拉斯,這是我國工業(yè)經(jīng)濟(jì)管理體制改革史上具有創(chuàng)新意義的一次探索。本文將對試辦托拉斯的歷史背景、歷史過程、成效進(jìn)行系統(tǒng)的探究,并思考試辦托拉斯對我國工業(yè)化和建立獨(dú)立的比較完整的工業(yè)體系和國民經(jīng)濟(jì)體系所起的作用,為對今后的國有企業(yè)改革和中央企業(yè)戰(zhàn)略重組提供一些有益啟示。 本文正文分為四個部分： 第一部分為緒論,主要介紹課題的提出、研究意義、國內(nèi)對試辦托拉斯的研究現(xiàn)狀及相關(guān)概念的解釋。 第二部分主要敘述試辦托拉斯的歷史背景：建國后我國工業(yè)經(jīng)濟(jì)管理體制存在弊病、1957年和1958～1960年“大躍進(jìn)”時(shí)期兩次對工業(yè)經(jīng)濟(jì)管理體制改革的失敗、工業(yè)經(jīng)濟(jì)的發(fā)展為試辦托拉斯創(chuàng)造了經(jīng)濟(jì)條件、中央對試辦托拉斯的政策支持。 第三部分主要考察了試辦托拉斯的歷史過程,可分為醞釀規(guī)劃、試辦、調(diào)整與終結(jié)四個歷史階段。 第四部分思考試辦托拉對我國工業(yè)化進(jìn)程及建立獨(dú)立的比較完整的工業(yè)體系和國民經(jīng)濟(jì)體系所發(fā)揮的作用,最后提出幾點(diǎn)對國有企業(yè)改革和央企重組有益啟示。
[Abstract]:In 1960's, our country carried on the national economy adjustment, in order to cooperate with the adjustment task, carried on the exploratory reform to the economic system. In view of the problems existing in the industrial management system during a long period of time since the founding of the people's Republic of China, under the auspices of Liu Shaoqi, it is an exploration of innovation significance in the history of industrial economic management system reform in China. This paper will systematically explore the historical background, historical process and effectiveness of the trial trust, and consider the role of the trial trust in the industrialization of our country and the establishment of an independent and relatively complete industrial and national economic system. It provides some useful enlightenment for the future reform of state-owned enterprises and the strategic reorganization of central enterprises. The text of this paper is divided into four parts: the first part is the introduction, which mainly introduces the proposition of the subject, the significance of the research, the domestic research status of the trial trust and the explanation of the related concepts. The second part mainly narrates the historical background of the trial trust: after the founding of the people's Republic of China, the industrial economic management system of our country has some defects, and it failed to reform the industrial economic management system twice during the period of "Great Leap forward" in 1957 and 1958-1960. The development of industrial economy creates the economic conditions for the trial trust, and the central government supports the trial trust policy. The third part mainly examines the historical process of trial trust, which can be divided into four historical stages: gestation planning, trial operation, adjustment and termination. In the fourth part, the author thinks about the effect of pilot Tora on the industrialization process of our country and the establishment of independent and relatively complete industrial system and national economy system, and finally puts forward some beneficial enlightenment to the reform of state-owned enterprises and the reorganization of central enterprises.
