【摘要】： 財(cái)政是國(guó)家或公共團(tuán)體以維持其生存發(fā)達(dá)為目的,而獲得收入、支出經(jīng)費(fèi)的經(jīng)濟(jì)行為。民國(guó)初年,作為新疆財(cái)政命脈的協(xié)餉斷絕。楊增新、金樹仁時(shí)期均采取措施力圖使新疆財(cái)政自立,然而卻陷入“鈔票財(cái)政”的境地。盛世才執(zhí)政新疆后,依靠中共和蘇聯(lián)的幫助,逐步對(duì)財(cái)政進(jìn)行了較為重大的改革,穩(wěn)定了新疆幣值。國(guó)民黨直接控制新疆時(shí)期“三區(qū)革命”爆發(fā),新疆社會(huì)動(dòng)蕩,財(cái)政困難,財(cái)政危機(jī)嚴(yán)重,新疆經(jīng)濟(jì)再次陷入僵局。 本文分為五部分。第一部分簡(jiǎn)要敘述民國(guó)時(shí)期新疆的政治經(jīng)濟(jì)概況;第二部分介紹楊增新、金樹仁執(zhí)政時(shí)期的新疆財(cái)政狀況;第三部分介紹盛世才執(zhí)政時(shí)期的新疆財(cái)政狀況;第四部分介紹國(guó)民黨直接統(tǒng)治時(shí)期的新疆財(cái)政狀況;第五部分論述民國(guó)時(shí)期新疆財(cái)政管理及特點(diǎn)。 本文的結(jié)論是:民國(guó)時(shí)期新疆財(cái)政具有明顯的地方性,財(cái)政赤字嚴(yán)重,政府主要通過通貨膨脹和增加稅收來(lái)解決財(cái)政困難。
[Abstract]:Finance is the economic behavior of a country or a public organization in order to maintain its survival and development and obtain income and expenditure. In the early years of the Republic of China, the financial lifeline of Xinjiang was cut off. Yang Zengxin, Jin Shuren took measures to make Xinjiang financial independence, but fell into the "banknote finance" situation. After Sheng Shicai took power in Xinjiang, relying on the help of the CPC and the Soviet Union, he gradually carried out major financial reforms and stabilized the value of Xinjiang's currency. Under the direct control of the Kuomintang, the "three regional revolutions" broke out in Xinjiang, Xinjiang's social unrest, financial difficulties, financial crisis, and Xinjiang's economy once again reached an impasse. This paper is divided into five parts. The first part briefly describes the political and economic situation of Xinjiang during the period of the Republic of China, the second part introduces the financial situation of Xinjiang during the period of Yang Zengxin and Jin Shuren, the third part introduces the financial situation of Xinjiang during the period of Sheng Shicai's administration. The fourth part introduces the financial situation of Xinjiang during the period of Kuomintang direct rule, and the fifth part discusses the financial management and characteristics of Xinjiang during the period of the Republic of China. The conclusion of this paper is as follows: during the period of the Republic of China, the finance of Xinjiang was obviously local, the fiscal deficit was serious, and the government mainly solved the financial difficulties through inflation and increasing tax revenue.
