【摘要】：1957年冬、1958年春,全國(guó)普遍開展了大規(guī)模群眾性農(nóng)田水利建設(shè)運(yùn)動(dòng)。以此為起點(diǎn),我國(guó)的農(nóng)田水利事業(yè)拉開了"躍進(jìn)"發(fā)展的序幕。相較于此前的農(nóng)田水利興修,"全黨動(dòng)手"、"全民參與"是"大躍進(jìn)"時(shí)期的這場(chǎng)群眾運(yùn)動(dòng)的顯著特征。在鄉(xiāng)村基層,政府通過放、鳴、辯論等動(dòng)員方式,為農(nóng)田水利設(shè)施的興修計(jì)劃指標(biāo)不斷增訂制造了輿論環(huán)境。農(nóng)田水利興修的規(guī)模,集中表現(xiàn)在農(nóng)村勞動(dòng)力大批量投入。取得豐碩成果的1957年冬、1958年春的農(nóng)田水利興修,為此后對(duì)農(nóng)業(yè)和農(nóng)田水利發(fā)展形勢(shì)過于樂觀的估計(jì)提供了依據(jù)。農(nóng)田水利建設(shè)集中轉(zhuǎn)向大中型工程以及大力推行"農(nóng)業(yè)技術(shù)革命"即是這一形勢(shì)發(fā)展的結(jié)果,同時(shí)也是水利興修中資金、技術(shù)缺乏以及勞動(dòng)力難以持續(xù)投入困境的反映。
[Abstract]:In the winter of 1957 and spring of 1958, a large-scale mass irrigation and water conservancy construction campaign was carried out throughout the country. With this as the starting point, our country's irrigation and water conservancy industry opened the prelude of "leap forward" development. Compared with the previous irrigation and water conservancy construction, "the whole Party hands on" and "all people's participation" is a prominent feature of the mass movement during the Great Leap forward period. At the rural grass-roots level, the government has created a public opinion environment for the establishment of irrigation and water conservancy facilities by means of mobilization, such as releasing, singing, debating, and so on. The scale of irrigation and water conservancy construction is concentrated in the mass input of rural labor force. The fruitful winter of 1957 and the spring of 1958 provided the basis for the optimistic estimation of the development situation of agriculture and water conservancy. The concentrated shift of farmland and water conservancy construction to large and medium-sized projects and vigorously promoting the "agricultural technological revolution" is the result of the development of this situation, as well as the reflection of the fund, the lack of technology and the difficulty of the labor force in the construction of water conservancy.
