【摘要】：社會主義改造之前,北京市工商企業(yè)工人福利狀況較為復(fù)雜,不同行業(yè)間、同一行業(yè)內(nèi)不同企業(yè)間均存在很大差別。社會主義改造伊始,為了保障工人的利益和順利地完成公私合營任務(wù),新公私合營企業(yè)的工人福利幾乎參照公營企業(yè)進(jìn)行了調(diào)整,普遍提高了工人的福利待遇,職工福利制度的建設(shè)取得了一定成績。但客觀來看,在當(dāng)時的經(jīng)濟(jì)條件下,工人福利體系建設(shè)仍存在著一些不統(tǒng)一、不規(guī)范的問題。應(yīng)該指出的是,社會福利保障制度的形式和內(nèi)容在任何時代都是由其經(jīng)濟(jì)發(fā)展水平?jīng)Q定的,其保障水平既不能低于社會和經(jīng)濟(jì)發(fā)展的要求,又不能超越當(dāng)時經(jīng)濟(jì)水平所能夠承受的限度。
[Abstract]:Before the socialist transformation, the welfare situation of industrial and commercial workers in Beijing was more complicated, and there were great differences among different industries and different enterprises in the same industry. At the beginning of the socialist transformation, in order to safeguard the interests of the workers and to smoothly complete the tasks of public-private joint ventures, the welfare of workers in the new public-private joint ventures was almost adjusted in the light of public enterprises, and the welfare treatment of workers was generally improved. The construction of worker welfare system has made certain achievements. But objectively, under the economic conditions at that time, there are still some problems in the construction of worker welfare system. It should be noted that the form and content of a social welfare security system is determined by its level of economic development at any time, and its level of security cannot be lower than the requirements of social and economic development. Also cannot exceed the economic level at that time the limit which can bear.
