【摘要】：發(fā)生在1942年夏秋至1943年春夏的河南大旱災(zāi),涉及國統(tǒng)區(qū)河南省的60余縣,受災(zāi)民眾數(shù)以百萬計(jì)。由于河南地處中日對(duì)峙的前線,交通斷絕,中央獲得災(zāi)情較晚,地方官員貪污腐化與救災(zāi)不力等諸多因素,國民政府雖然采取了緊急下?lián)芫葹?zāi)款、設(shè)置粥廠、減免征實(shí)征糧等各項(xiàng)措施,但成效有限,河南旱災(zāi)持續(xù)擴(kuò)大并形成災(zāi)荒,迫使大批災(zāi)民逃向陜西等地,災(zāi)民死亡約200余萬人。既往對(duì)河南旱災(zāi)事件的研究因史料限制并不充分,關(guān)于災(zāi)荒真實(shí)狀況、國民政府救災(zāi)行動(dòng)、災(zāi)民死亡人數(shù)以及中外輿論界的災(zāi)情報(bào)道等,均有可以再探討的重要價(jià)值。
[Abstract]:The droughts of Henan, which occurred in the summer and autumn of 1942 to the spring and summer of 1943, involve more than 60 counties in the Henan province of the Kuomintang region, and millions of people are affected. As Henan is located at the front of the confrontation between China and Japan, the traffic is cut off, the central government gets the disaster late, the local officials corruption and disaster relief and many other factors, although the national government has taken emergency relief to disaster relief. Money, setting up porridge factory, reducing and exempting real food and other measures, but limited results, Henan drought sustained expansion and the formation of famine, force a large number of victims to escape to Shaanxi and other places, the victims of the disaster of about 200 million people. The previous study of the drought in Henan is not sufficient, the real situation of famine, the national government relief action, the death of the victims. The number of people and the reports of disaster cases in China and abroad have important values that can be further explored.
