【摘要】：本論文主要研究的是解放戰(zhàn)爭時期遼寧地區(qū)的水利建設(shè),時間界定是1945～1949年。這一時期是東北歷史上的一個十分特殊的時期,東北光復(fù)伊始,國共兩黨便積極展開了對東北各地的爭奪,它們各自接收東北,相互戰(zhàn)斗,所轄區(qū)域隨著戰(zhàn)況不斷變化,人民生活動蕩不安。混亂的時局,難以進行統(tǒng)一的大規(guī)模的農(nóng)業(yè)生產(chǎn)與水利建設(shè),因此這一時期的水利建設(shè)不受研究者重視。雖然這一時期水利建設(shè)成就不如其他時期成績非凡、影響深遠,但也是東北水利建設(shè)發(fā)展史上不可或缺的組成部分。國共兩黨分別成立水利建設(shè)的專門機構(gòu),一些水利工程也正是在這一時期完成或開始的。遼寧地區(qū)是東北的重要組成部分,也是國共兩黨爭奪的核心地域,研究遼寧地區(qū)水利建設(shè)情況,可以借此展現(xiàn)這一時期東北水利建設(shè)的全貌。 本文主要從以下四個部分展開論述: 第一部分題為“抗戰(zhàn)勝利前遼寧地區(qū)水利建設(shè)概況”。首先介紹了遼寧地區(qū)主要河流及概況,然后分別按年代順序介紹近代遼寧地區(qū)水利建設(shè)與開發(fā)的基本情況。 第二部分題為“遼寧國統(tǒng)區(qū)水利規(guī)劃及建設(shè)(1945～1948)”。內(nèi)容涵蓋了國民政府對遼寧地區(qū)水利的接收與建置,水利規(guī)劃,國統(tǒng)區(qū)主要水利建設(shè)工程,水文網(wǎng)站建設(shè)。其中國統(tǒng)區(qū)水利建設(shè)工程是論述重點,分別介紹了遼河下游干支流堵口復(fù)堤工程、渾河灌溉工程。 第三部分題為“遼寧解放區(qū)水利建設(shè)及開發(fā)(1945～1949)”。分別介紹了民主政府的水利機構(gòu)的籌建與運營、水利計劃的制定、解放區(qū)水利建設(shè)的開展,包括修堤工程,興修水利、恢復(fù)開發(fā)水田情況及恢復(fù)水文氣象設(shè)施。 第四部分題為“遼寧地區(qū)水利建設(shè)評價(1945～1949)”。這一部分從兩個方面對1945～1949年遼寧地區(qū)水利建設(shè)進行了評價,首先是為新中國大規(guī)模水利建設(shè)與開發(fā)奠定了基礎(chǔ),肯定了這一時期的建設(shè)成就,接著總結(jié)了水利建設(shè)中存在的問題。
[Abstract]:This paper mainly studies the construction of water conservancy in Liaoning during the War of Liberation, which is defined as 1945-1949. This period was a very special period in the history of the Northeast. Since the beginning of the restoration of the Northeast, the Kuomintang and the Communist Party have actively engaged in the struggle against all parts of the Northeast. They have taken over the Northeast and fought with each other, and the regions under their jurisdiction have been constantly changing with the war conditions. The life of the people is turbulent. In the chaotic situation, it is difficult to carry out large-scale agricultural production and water conservancy construction, so the water conservancy construction in this period is not paid much attention by researchers. Although the achievements of water conservancy construction in this period are not as remarkable and far-reaching as those in other periods, they are also an indispensable part in the history of water conservancy construction in Northeast China. The Kuomintang and the Communist Party respectively set up special water conservancy construction agencies, and some water conservancy projects were completed or started in this period. Liaoning is an important part of Northeast China, and it is also the core area in which the Kuomintang and the Communist Party compete. To study the situation of water conservancy construction in Liaoning region, we can show the whole picture of the construction of water conservancy in Northeast China during this period. The first part is entitled "General situation of water conservancy construction in Liaoning region before the victory of Anti-Japanese War". This paper first introduces the main rivers and general situation in Liaoning, then introduces the basic situation of water conservancy construction and development in modern Liaoning in chronological order. The second part is entitled "Planning and construction of water conservancy in Guo-controlled area of Liaoning Province (1945-1948)". It covers the reception and construction of water conservancy in Liaoning area, water conservancy planning, major water conservancy construction projects and hydrological website construction. The water conservancy construction project in Guo-controlled area is the key point of this paper. The main branch and branch block embankment project and the Hunhe irrigation project in the lower reaches of Liaohe River are introduced respectively. The third part is entitled "the construction and development of water conservancy in the liberated areas of Liaoning Province (1945-1949)". The preparation and operation of water conservancy organization in democratic government, the formulation of water conservancy plan, the development of water conservancy construction in liberated areas, including the construction of embankment, the construction of water conservancy, the restoration of paddy field development and the restoration of hydrometeorological facilities are introduced respectively. The fourth part is entitled Liaoning area water conservancy construction appraisal. This part evaluates the water conservancy construction in Liaoning from 1945 to 1949 from two aspects. Firstly, it lays a foundation for large-scale water conservancy construction and development in New China, and affirms the construction achievements of this period. Then summarized the existing problems in water conservancy construction.
