【摘要】：隨著中國共產(chǎn)黨從局部執(zhí)政向全國范圍內(nèi)執(zhí)政轉(zhuǎn)變,華北人民政府的財(cái)政工作也逐步由戰(zhàn)時(shí)供給型向和平時(shí)期的建設(shè)型轉(zhuǎn)變。在這一轉(zhuǎn)變過程中,華北人民政府財(cái)政建設(shè)工作表現(xiàn)出財(cái)政工作機(jī)構(gòu)逐步正規(guī)化、財(cái)政管理趨于集中化等特點(diǎn)。華北人民政府在財(cái)政工作方面的積極探索,既優(yōu)化了財(cái)政收支結(jié)構(gòu)又規(guī)范了金融秩序。這不僅為新中國財(cái)政工作的開展積累了豐富經(jīng)驗(yàn),而且為新中國財(cái)政制度的建立奠定了重要基礎(chǔ)。
[Abstract]:With the transformation of the Communist Party of China from partial to nationwide, the financial work of North China people's Government has gradually changed from supply in wartime to constructive in peacetime. In the process of this transformation, the financial construction work of the North China people's Government shows the characteristics of gradual regularization of the financial work organization and centralization of the financial management. The active exploration of the financial work of the North China people's Government not only optimizes the structure of fiscal revenue and expenditure, but also standardizes the financial order. This not only accumulates the rich experience for the new China's financial work, but also lays an important foundation for the establishment of the new China's financial system.
