【摘要】：清末以降,黃河修防由地方負(fù)責(zé),遂加劇了河患的發(fā)生。為應(yīng)對頻仍的黃災(zāi),在多方呼吁下,國民政府于1933年成立黃河水利委員會(huì),由此開始了中央和地方在河政統(tǒng)一問題上的博弈。雙方在黃委會(huì)人事、會(huì)址確定及統(tǒng)一修防等方面進(jìn)行角力。在此過程中,中央的控制決定著這場游戲的走向與結(jié)局。國民政府最終完成了河政統(tǒng)一,此對黃河治理大有裨益。
[Abstract]:In order to cope with the frequent yellow disaster, the national government set up the the Yellow River Water Conservancy Committee in 1933, and began the game between the central and the local government on the unification of the river administration. The two sides made a corner in the personnel of the Yellow Committee, the establishment of the site and the unified repair and prevention, in order to cope with the frequent yellow disaster and the multiparty appeal, the national government established the Water Conservancy Committee in 1933. In this process, the central control determines the direction and outcome of the game. The national government finally completed the unification of the river administration, which is of great benefit to the governance of the Yellow River.
