【摘要】：欠發(fā)達(dá)地區(qū)合作社于整個(gè)合作社發(fā)展格局而言是不可或缺的重要組成部分。然而,作為嵌入性組織,受作用場(chǎng)域的影響和制約,天然具有目標(biāo)益貧性、社員同質(zhì)性、資源稀缺性、功能單一性等弱質(zhì)性特征。通過(guò)對(duì)合作社基礎(chǔ)要素解構(gòu),認(rèn)為同類農(nóng)產(chǎn)品集聚、普通農(nóng)戶、農(nóng)村能人、村落文化、國(guó)家政策等是其存續(xù)的必要條件,進(jìn)而構(gòu)建了欠發(fā)達(dá)地區(qū)農(nóng)民合作社基礎(chǔ)框架。運(yùn)用內(nèi)源式發(fā)展理論,本著合作社農(nóng)戶導(dǎo)向精神,提出了合作社發(fā)展路徑優(yōu)化方案,即在發(fā)展價(jià)值取向上堅(jiān)持經(jīng)典原則和以農(nóng)民為本的原則,在發(fā)展思路上依據(jù)資源稟賦特點(diǎn)選擇組織類型、依發(fā)展階段完善組織治理、培養(yǎng)農(nóng)村能人、走實(shí)體型合作社道路,在發(fā)展路徑選擇上應(yīng)大力發(fā)展內(nèi)生型合作社、規(guī)范和約束外生型合作社邊界,并提出了具體的改進(jìn)辦法和優(yōu)化措施。
[Abstract]:Cooperatives in underdeveloped areas are an indispensable part of the whole cooperative development pattern. However, as an embedded organization, it is influenced and restricted by the field of action, which naturally has such weak characteristics as objective poverty, membership homogeneity, resource scarcity, functional singularity and so on. Through the deconstruction of the basic elements of cooperatives, it is considered that the gathering of similar agricultural products, ordinary peasant households, rural capable people, village culture, national policies and so on are the necessary conditions for their existence, and then the basic framework of peasant cooperatives in underdeveloped areas is constructed. Based on the theory of endogenous development, and in the spirit of cooperative farmers' guidance, this paper puts forward the optimization scheme of cooperative development path, that is, to adhere to the classical principle and the principle of taking peasants as the basis in the development value orientation. On the way of development, we should choose the organization type according to the characteristics of resource endowment, perfect the organizational governance according to the stage of development, train the capable people in rural areas, take the road of entity type cooperative, and develop the endogenous cooperative in the choice of development path. The boundary of exogenous cooperatives is regulated and restricted, and the improvement and optimization measures are put forward.
