【摘要】：政務(wù)處是清末新政開始后,朝廷為領(lǐng)導(dǎo)新政而設(shè)立的專門機構(gòu)。因其職能屢隨時局變動,故歷來對政務(wù)處重要與否說法不一。辛丑回鑾之前,由于特殊的內(nèi)外政情,使得政務(wù)處在本職而外又代行其他機構(gòu)的相關(guān)職能,因而重要性凸顯。本文在廣泛收集史料和考訂史實的基礎(chǔ)上,呈現(xiàn)政務(wù)處在設(shè)立初期“近真”的歷史面相。
[Abstract]:After the beginning of the New deal in the late Qing Dynasty, the government set up a special institution to lead the New deal. Because its function changes at any time, it has always been important to the District Office or not. Before Xin Chou went back to Luang, due to the special internal and external political situation, the Administrative Office carried out the related functions of other organizations in addition to its own duties, so the importance was prominent. Based on the extensive collection of historical data and historical facts, this paper presents the historical aspect of "near truth" in the early stage of the establishment of the Administrative Office.
