【摘要】：港澳問(wèn)題是歷史遺留問(wèn)題,對(duì)港澳問(wèn)題政策的制定受當(dāng)時(shí)歷史條件的影響。早在新中國(guó)成立前夕,毛澤東就提出"暫時(shí)不動(dòng)"港澳的方針;新中國(guó)成立后至20世紀(jì)50年代,中共第一代中央領(lǐng)導(dǎo)集體明確以"暫時(shí)不動(dòng)"的方針指導(dǎo)對(duì)港澳的工作;六七十年代,進(jìn)一步豐富了對(duì)港澳"長(zhǎng)期打算,充分利用"八字方針的內(nèi)涵。中共第一代中央領(lǐng)導(dǎo)集體對(duì)港澳問(wèn)題的政策是在實(shí)事求是的基礎(chǔ)上為實(shí)現(xiàn)維護(hù)國(guó)家主權(quán)、推進(jìn)祖國(guó)統(tǒng)一的目標(biāo)而提出的,蘊(yùn)含著寶貴的歷史經(jīng)驗(yàn),為鄧小平提出"一國(guó)兩制"提供了基礎(chǔ)和前提。
[Abstract]:The issue of Hong Kong and Macao is a problem left over from history, and its policy is influenced by the historical conditions at that time. As early as the eve of the founding of New China, Mao Zedong put forward the policy of "staying motionless" in Hong Kong and Macao for the time being, and from the founding of New China to the 1950s, the first generation of CPC central leading collectives clearly guided the work of Hong Kong and Macao with the principle of "temporary immobility". The 1960 s and 1970 s further enriched the long-term plan for Hong Kong and Macao and made full use of the connotation of the eight-character policy. The policy of the first generation of the CPC Central leadership on the issue of Hong Kong and Macao was put forward on the basis of seeking truth from facts in order to achieve the goal of safeguarding national sovereignty and promoting the reunification of the motherland, which contains valuable historical experience. It provides the foundation and premise for Deng Xiaoping to put forward "one country, two systems".
