【摘要】：文化政策是文化的政治表現(xiàn)形態(tài)，是“統(tǒng)治階級在文化藝術(shù)、新聞出版、廣播電視、文物博物等領(lǐng)域?qū)嵭幸庾R形態(tài)和行政管理所采取的一整套制度規(guī)定、原則要求和戰(zhàn)略策略的總稱”①，是政府施政行為的基本出發(fā)點，它對促進文化發(fā)展和社會全面進步起著重要的導(dǎo)向作用。1949-1957年是中國社會發(fā)展的重要歷史階段，中國實現(xiàn)了由半殖民地半封建社會向新民主主義社會再到社會主義社會的偉大過渡，文化發(fā)展也開始由新民主主義文化向社會主義文化轉(zhuǎn)型。這一時期，中國共產(chǎn)黨在馬克思主義思想和新民主義文化理論的指導(dǎo)下，根據(jù)國內(nèi)社會的政治、經(jīng)濟、文化發(fā)展?fàn)顩r開展了大量的卓有成效的文化改造和建設(shè)工作。通過開展群眾性馬克思主義學(xué)習(xí)運動、改造舊有文教事業(yè)、對知識分子進行思想改造、開展三大批判運動、宣傳推廣“雙百”方針等舉措，黨在全國范圍內(nèi)樹立起馬克思主義的思想旗幟，使其成為整個社會的主流意識形態(tài)，文學(xué)、藝術(shù)、教育事業(yè)也有了長足的發(fā)展，初步構(gòu)建了社會主義文化政策體系的基礎(chǔ)。中國共產(chǎn)黨在推動文化轉(zhuǎn)型的過程中，取得了可喜的成果，但也造成了某些負面的影響，比如忽視文化發(fā)展客觀規(guī)律，急于求成，處理問題簡單粗暴等。總結(jié)這些經(jīng)驗教訓(xùn)，對于我國新時期社會主義文化建設(shè)新高潮的興起，推動社會主義文化大發(fā)展大繁榮具有深遠的意義，同時也可以為當(dāng)前文化政策決策的科學(xué)化提供某些有益的參考。
[Abstract]:Cultural policy is the form of political expression of culture. It is a set of regulations adopted by the ruling class to implement ideology and administrative management in the fields of culture and art, press and publication, radio and television, cultural relics and historical relics, etc. The general name of the principle requirement and strategic strategy is "1, which is the basic starting point of the government's administrative behavior, which plays an important guiding role in promoting the development of culture and the overall progress of society." 1949-1957 is an important historical stage of Chinese social development. China has realized the great transition from the semi-colonial and semi-feudal society to the new democratic society and then to the socialist society, and the cultural development has also begun to transform from the new democratic culture to the socialist culture. During this period, under the guidance of Marxist thought and cultural theory of New Democracy, the Communist Party of China carried out a great deal of fruitful cultural transformation and construction according to the political, economic and cultural development of domestic society. Through the mass Marxist study movement, the reform of the old cultural and educational undertakings, the ideological transformation of intellectuals, the launching of three major critical movements, and the promotion of the "double hundred" policy, and so on, The Party has set up the ideological banner of Marxism in the whole country and made it the mainstream ideology, literature, art and education of the whole society. It has also made great progress and preliminarily constructed the foundation of the socialist cultural policy system. In the process of promoting cultural transformation, the Communist Party of China has made gratifying achievements, but it has also caused some negative effects, such as ignoring the objective laws of cultural development, rushing to succeed, and handling problems simply and roughly. Summing up these experiences and lessons is of far-reaching significance to the rise of a new high tide of socialist cultural construction in the new period of our country, and to the promotion of the great development and prosperity of socialist culture. At the same time, it can also provide some useful reference for the scientific decision of current cultural policy.
