【摘要】：地政是南京國民政府進(jìn)行國家建設(shè)的一項重要內(nèi)容。浙江作為民國時期地政改革的先行省份之一,較早地開展了各項地政重建與革新工作,在當(dāng)時全國范圍內(nèi)具有一定代表性。本研究以浙江檔案館所藏原始檔案、民國時期文獻(xiàn)匯編與報刊資料為史料基礎(chǔ),并參考相關(guān)的方志、回憶錄,以現(xiàn)代國家建構(gòu)理論為研究框架,以民國時期浙江地政的演進(jìn)為主線,試圖在國家政權(quán)建設(shè)與社會轉(zhuǎn)型的背景下,探討民國地政發(fā)展的困境及其意義。本文在結(jié)構(gòu)上,除緒論與結(jié)語外,以時間為行文線索,共分為五章。第一章從歷史背景、制度演進(jìn)、早期實踐三個方面,介紹了浙江現(xiàn)代地政在起步階段的發(fā)展概況。第二章以國民政府統(tǒng)治初期的土地整理工作為中心,總結(jié)了浙江省在土地陳報、土地測量及試辦地價稅方面的成績與教訓(xùn)。第三章選取蘭溪、平湖兩個實驗縣為研究個案,分析了20世紀(jì)30年代中期縣政建設(shè)與地政改革的關(guān)系。第四章從“抗戰(zhàn)建國”的時代背景出發(fā),考察戰(zhàn)時浙江在地籍整理與基層地政建設(shè)方面取得的進(jìn)展。第五章由戰(zhàn)后浙江省土地改革計劃切入,審視國民政府地政改革的演變軌跡,指出社會整合的失敗是該項改革面臨的主要困境。最終,本文認(rèn)為民國時期的地政改革揭示了現(xiàn)代地政在社會轉(zhuǎn)型過程中的發(fā)展方向,具有從傳統(tǒng)向現(xiàn)代的轉(zhuǎn)型意義。
[Abstract]:Lands is an important part of the national construction of the Nanjing National Government. Zhejiang, as one of the leading provinces of the land reform in the Republic of China, carried out various lands reconstruction and innovation work earlier, which was representative of the whole country at that time. This study is based on the original archives of Zhejiang Archives, the compilation of documents and newspapers and periodicals of the Republic of China period, and refers to the relevant local chronicles and memoirs, and takes the theory of modern national construction as the research framework. Taking the evolution of Zhejiang Lands in the period of the Republic of China as the main line, this paper attempts to discuss the predicament and significance of the land development of the Republic of China under the background of the construction of state power and the social transformation. In structure, apart from introduction and conclusion, this paper is divided into five chapters with time as the clue. The first chapter introduces the development of Zhejiang Modern Lands in its initial stage from three aspects: historical background, system evolution and early practice. The second chapter focuses on the land consolidation work in the early period of the National Government, and summarizes the achievements and lessons of Zhejiang Province in land reporting, land survey and trial land price tax. In the third chapter, two experimental counties of Lanxi and Pinghu are selected as case studies to analyze the relationship between county government construction and land land reform in the middle of 1930s. Chapter four studies the progress of cadastral arrangement and grass roots land construction in Zhejiang province in wartime from the background of the era of Anti-Japanese War and the founding of the people's Republic of China. The fifth chapter begins with the land reform plan of Zhejiang Province after the war, examines the evolution track of the land reform of the National Government, and points out that the failure of social integration is the main dilemma faced by the reform. Finally, the paper holds that the land reform in the Republic of China has revealed the development direction of modern land in the process of social transformation, and has the significance of transforming from tradition to modern.
