【摘要】：1935年11月4日國民政府實(shí)施的“法幣改革”,是近代中國貨幣發(fā)展歷史上具有里程碑意義的改革之一。它不僅促進(jìn)了當(dāng)時統(tǒng)一國內(nèi)市場的形成和國民經(jīng)濟(jì)的發(fā)展,同時對抗戰(zhàn)的勝利也產(chǎn)生了巨大的影響。本文以1937——1941年國民黨政府法幣政策對抗戰(zhàn)的影響為研究對象,運(yùn)用政治學(xué)、經(jīng)濟(jì)學(xué)、歷史學(xué)的理論與方法,通過對1937——1941年法幣政策實(shí)施及其演變的考察,分析了法幣政策對抗日戰(zhàn)爭的影響,以進(jìn)一步深化了抗日戰(zhàn)爭史的研究。本文共分為四個部分:第一章緒論,介紹選題背景和意義以及國內(nèi)外研究現(xiàn)狀。第二章:1937——1941年法幣政策的背景,中國近代以來的貨幣不統(tǒng)一嚴(yán)重阻礙了經(jīng)濟(jì)的發(fā)展,1932年國民政府宣布實(shí)行廢兩改元,幣制得到簡化,同時構(gòu)建“四行二局”的金融體制,為法幣的發(fā)行做了準(zhǔn)備。世界資本主義經(jīng)濟(jì)危機(jī)波及中國,日本對中國的侵略都促使國民政府下定決心進(jìn)行法幣改革,建立堅實(shí)的財政后盾。第三章:1937——1941年法幣政策的實(shí)施及其演變,全面抗戰(zhàn)爆發(fā)后,法幣體系受到?jīng)_擊,國民財政收入被截取,國民經(jīng)濟(jì)遭到破壞,國民政府通過實(shí)行擴(kuò)大法幣流通、加強(qiáng)法幣籌備金、匯率維持、防止法幣外匯奪取、建設(shè)法幣發(fā)行網(wǎng)的一系列政策抵御日本的經(jīng)濟(jì)入侵,支撐抗戰(zhàn)。第四章:1937——1941年法幣政策的影響,積極影響主要有維持法幣穩(wěn)定,支持抗戰(zhàn)、促進(jìn)全國建設(shè);不利影響主要體現(xiàn)在法幣與美元、英鎊掛鉤,失去獨(dú)立性,貨幣發(fā)行增長過快為以后通貨膨脹埋下伏筆。
[Abstract]:On November 4, 1935, the National Government carried out the reform of the law coin, which is one of the landmark reforms in the history of the development of modern Chinese currency.It not only promoted the formation of the unified domestic market and the development of the national economy, but also had a great influence on the victory of the War of Resistance against Japan.This paper takes the influence of the law policy of the Kuomintang government on the War of Resistance from 1937 to 1941 as the object of study, applies the theories and methods of politics, economics and history, through the investigation of the implementation and evolution of the law policy from 1937 to 1941.This paper analyzes the influence of the law policy on the War of Resistance against Japan, in order to further deepen the study of the history of the War of Resistance against Japan.This paper is divided into four parts: the first chapter introduces the background and significance of the topic and the current research situation at home and abroad.Chapter two: the background of the 1937 to 1941 legal dollar policy, the monetary disunity in China since modern times seriously hindered the development of the economy. In 1932, the National Government announced the abolition of the two Yuan rules, the simplification of the currency system, and the construction of a financial system of "four banks and two bureaus."Preparations were made for the issuance of legal coins.The world capitalist economic crisis affected China, and Japan's aggression against China prompted the National Government to make up its mind to carry out the reform of the French dollar and establish a solid financial backing.Chapter 3: the implementation and evolution of the law policy in 1937 to 1941. After the outbreak of the War of Resistance against Japan, the legal system was hit, the national financial revenue was cut off, the national economy was destroyed, and the national government expanded the circulation of the law.A series of policies to prevent the acquisition of foreign exchange and to build a network of legal coins to resist the Japanese economic invasion and to support the War of Resistance.Chapter IV: the impact of the policy of the French dollar from 1937 to 1941 mainly had positive effects on maintaining the stability of the law, supporting the war against Japan, and promoting national construction. The adverse effects were mainly reflected in the fact that the law was pegged to the US dollar and sterling, thus losing its independence.The rapid growth of currency issuance sets the stage for future inflation.
