【摘要】：財(cái)政是國家政權(quán)存在的物質(zhì)保證,江西的財(cái)政收入是清代財(cái)政收入的重要組成部分,具有特殊的地位。不僅對維持朝廷的穩(wěn)定起了重要作用,還對維持社會(huì)經(jīng)濟(jì)的穩(wěn)定和發(fā)展也起了重要作用。但是,在九江開埠后,江西財(cái)政特殊性地位逐步喪失,本文以晚清江西財(cái)政與社會(huì)的互動(dòng)關(guān)系為切入點(diǎn),從晚清江西的經(jīng)濟(jì)概況著手,分別敘述晚清江西農(nóng)業(yè)、手工業(yè)和商業(yè)的發(fā)展?fàn)顩r,并在此基礎(chǔ)上分析江西傳統(tǒng)的經(jīng)濟(jì)結(jié)構(gòu)與財(cái)政狀況,說明晚清之際的江西經(jīng)濟(jì)呈現(xiàn)出明顯的發(fā)展態(tài)勢。然后以近代九江的開埠為連接點(diǎn),在對近代九江開埠后江西財(cái)政結(jié)構(gòu)的演變及其發(fā)生這種演變原因的基礎(chǔ)上來分析財(cái)政對江西社會(huì)發(fā)展的影響。最后通過分析晚清江西財(cái)政與市場經(jīng)濟(jì)的關(guān)系、與晚清江西經(jīng)濟(jì)結(jié)構(gòu)變化的關(guān)系以及由財(cái)政所引發(fā)的社會(huì)問題,總結(jié)出晚清江西財(cái)政演變并沒有給晚清江西社會(huì)發(fā)展帶來多大益處,并且,地方政府無力根除寄生在財(cái)政肌體上的各種社會(huì)利益集團(tuán)對民眾的盤剝�？傊�,財(cái)政體制的弊病,地方政府財(cái)政職能的失誤等諸多原因,使得江西經(jīng)濟(jì)逐漸邊緣化,社會(huì)問題重重,引起變遷。
[Abstract]:Finance is the material guarantee of the existence of the state power, Jiangxi's fiscal revenue is an important part of the Qing Dynasty fiscal revenue, with a special status.It not only plays an important role in maintaining the stability of the court, but also in maintaining the social and economic stability and development.However, after the opening of Jiujiang port, the special status of Jiangxi finance gradually lost. This paper, starting from the economic situation of Jiangxi in the late Qing Dynasty, describes Jiangxi agriculture in the late Qing Dynasty, starting with the interactive relationship between finance and society in Jiangxi in the late Qing Dynasty.Based on the analysis of the traditional economic structure and financial situation of Jiangxi Province, the development situation of handicraft industry and commerce is analyzed, which shows that Jiangxi economy showed an obvious development trend during the late Qing Dynasty.Then, taking the opening of Jiujiang port in modern times as the connecting point, this paper analyzes the influence of finance on the social development of Jiangxi on the basis of the evolution of Jiangxi's financial structure and its causes after the opening of Jiujiang port in modern times.Finally, through the analysis of the relationship between Jiangxi finance and market economy in the late Qing Dynasty, the relationship with the changes in the economic structure of Jiangxi in the late Qing Dynasty and the social problems caused by finance,Summing up the financial evolution of Jiangxi in the late Qing Dynasty did not bring much benefit to the social development of Jiangxi in the late Qing Dynasty, and the local government was unable to eradicate the exploitation of the people by various social interest groups parasitic on the fiscal body.In a word, the malady of the financial system and the failure of the local government's financial function make Jiangxi's economy become more and more marginalized, the social problems are numerous, and cause changes.
