【摘要】：新中國成立之初,中國共產(chǎn)黨為鞏固新生的國家政權(quán),面對一窮二白的國內(nèi)經(jīng)濟(jì),為了贏得人民的擁護(hù),體現(xiàn)人民的利益,開展了廢除封建土地占有制的土地改革。 泰州地區(qū)是革命老區(qū),革命基礎(chǔ)較好,但國民黨勢力也有存在,歷來是國共兩黨爭奪的要地。泰州解放后,國民黨勢力不情愿就此退出歷史舞臺,他們擾亂社會秩序,威脅人民生命安全,破壞生產(chǎn)建設(shè)。 為了穩(wěn)定社會秩序,滿足農(nóng)民對土地的渴望,在泰州解放之后,泰州地委按照黨中央和江蘇省委、省政府的指示精神,在派出干部對泰州進(jìn)行接管的同時,也積極準(zhǔn)備進(jìn)行土地改革。泰州地區(qū)的土改主要經(jīng)歷了這樣的三個階段：1950年9、10兩個月,培訓(xùn)干部、深入發(fā)動群眾、完成典型試驗(yàn)工作；1950年11月至12月中旬,完成新區(qū)土改,開始進(jìn)行恢復(fù)區(qū)土改；1951年初至3月底,全面結(jié)束老區(qū)土改,確定產(chǎn)權(quán),發(fā)放土地證。期間具體的工作又包括發(fā)動群眾、劃分階級、沒收征收土地財產(chǎn)、分配土地、復(fù)查和動員生產(chǎn)等。 縱觀泰州地區(qū)土地改革的過程,其成就毋庸置疑。農(nóng)民經(jīng)過土地改革獲得了土地,改善了生活狀況,使農(nóng)村的土地占有制度合理化,徹底消滅了地主階級,并使干部得到了鍛煉和提高。但由于主觀和客觀的原因,也有它不足的地方,比如貧雇農(nóng)發(fā)動不夠,對中農(nóng)的團(tuán)結(jié)不夠,策略運(yùn)用不當(dāng),使土地改革中出現(xiàn)了一些過激的行為,造成不良影響。
[Abstract]:At the beginning of the founding of the people's Republic of China, the Communist Party of China, in order to consolidate the new state power and face the impoverished domestic economy, carried out the land reform to abolish the feudal land tenure system in order to win the support of the people and embody the interests of the people.Taizhou is an old revolutionary area with a good revolutionary foundation, but the Kuomintang forces also exist.After the liberation of Taizhou, the Kuomintang forces were unwilling to withdraw from the historical stage. They disturbed the social order, threatened the lives of the people, and destroyed the production and construction.In order to stabilize social order and satisfy the peasants' desire for land, after the liberation of Taizhou, the Taizhou prefectural committee, in accordance with the instructions of the CPC Central Committee, the Jiangsu Provincial Committee and the provincial government, sent cadres to take over Taizhou at the same time.There are also active preparations for land reform.The land reform in Taizhou has mainly gone through three stages: 910 months 1950, training cadres, deeply arousing the masses, and completing typical tests; from November to mid-December 1950, the land reform in the new areas was completed.Start the land reform in the restoration area from the beginning of 1951 to the end of March, end the land reform in the old area, determine the property right and issue the land certificate.Specific work during this period included mobilizing the masses, dividing classes, confiscating and expropriating land property, allocating land, reviewing and mobilizing production, and so on.Throughout the process of land reform in Taizhou, its achievements are beyond doubt.Through land reform, peasants have acquired land, improved their living conditions, rationalized the land tenure system in rural areas, completely eliminated the landlord class, and trained and improved cadres.However, for subjective and objective reasons, there are also shortcomings, such as insufficient mobilization of the poor and employed peasants, insufficient solidarity with the middle peasants, and improper use of strategies, which have led to some drastic acts in the land reform, which have caused adverse effects.
