【摘要】：正幾年前,筆者在研究地方督撫與清末新政課題時(shí),曾提出清末新政時(shí)期中央與地方權(quán)力格局演變?yōu)?內(nèi)外皆輕",在一定程度上補(bǔ)充或修正了自羅爾綱先生以來所謂"內(nèi)輕外重"權(quán)力格局說。"內(nèi)外皆輕"說的提出,在學(xué)界引起了某些關(guān)注。孫燕京教授曾撰文鼓勵(lì)并提出質(zhì)疑,促使筆者繼續(xù)思考,深感有必要進(jìn)一步闡釋和深入論證。"內(nèi)外皆輕"含義再釋所謂清末"內(nèi)外皆輕"權(quán)力格局的核心意涵,具體涉及清末新政時(shí)期中央與地方權(quán)力關(guān)系問題。
[Abstract]:Just a few years ago, when I was studying the subject of the local governor and the New deal in the late Qing Dynasty,It was put forward that the central and local power pattern in the late Qing Dynasty had evolved into "light inside and outside", which to some extent supplemented or revised the so-called "internal light external" power pattern since Mr. Luo Ergang.The theory of "light both inside and outside" has aroused some concern in academic circles.Professor Sun Yanjing has written to encourage and raise questions, prompting the author to continue to think, and feel the need for further explanation and in-depth argumentation. "The meaning of "both inside and outside is light" reinterprets the core meaning of the so-called "both inside and outside light" power pattern in the late Qing Dynasty, which specifically relates to the relationship between central and local power during the New deal period of the late Qing Dynasty.
