【摘要】：中華人民共和國(guó)成立后，中國(guó)共產(chǎn)黨和中國(guó)政府在恢復(fù)發(fā)展經(jīng)濟(jì)、進(jìn)行各項(xiàng)建設(shè)的同時(shí)，一直關(guān)注著弱勢(shì)群體問題，努力進(jìn)行著社會(huì)救助實(shí)踐。關(guān)于中華人民共和國(guó)時(shí)期社會(huì)救助的研究，1956-1966年是最薄弱的階段之一。本文以河北為例對(duì)中國(guó)共產(chǎn)黨和中國(guó)政府在1956-1966年間的農(nóng)村社會(huì)救助進(jìn)行了研究。文章介紹了河北農(nóng)村弱勢(shì)群體的概況，考察了河北省農(nóng)村社會(huì)救助制度建設(shè)，研究了當(dāng)時(shí)的救助實(shí)踐，并通過對(duì)當(dāng)時(shí)救助的反思，以期能對(duì)我們今天的社會(huì)救助工作提供一定的借鑒。 本文除引言和結(jié)語(yǔ)外，共分為四部分： 第一部分，介紹了1956-1966年的河北農(nóng)村弱勢(shì)群體的情況。闡述了當(dāng)時(shí)河北弱勢(shì)群體存在的嚴(yán)重性。 第二部分，，著重考察了河北省的農(nóng)村社會(huì)救助制度建設(shè)。 第三部分，主要介紹了中國(guó)共產(chǎn)黨在河北農(nóng)村的社會(huì)救助實(shí)踐，針對(duì)不同的弱勢(shì)群體進(jìn)行了不同的社會(huì)救助。 第四部分，對(duì)1956-1966年河北農(nóng)村社會(huì)救助的特點(diǎn)和不足進(jìn)行了反思，從中我們得到的經(jīng)驗(yàn)教訓(xùn)和對(duì)現(xiàn)代社會(huì)救助的啟示 文章認(rèn)為，1956-1966年河北農(nóng)村的社會(huì)救助工作成就是顯著的，它的一些救助理念和救助實(shí)踐對(duì)當(dāng)今我國(guó)農(nóng)村的扶貧攻堅(jiān)和新農(nóng)村建設(shè)都是有一定借鑒意義的。
[Abstract]:Since the founding of the people's Republic of China, the Communist Party of China and the Chinese Government have been paying close attention to the issue of vulnerable groups while resuming economic development and carrying out various construction projects. The study of social assistance in the people's Republic of China period 1956-1966 is one of the weakest stages. This paper takes Hebei as an example to give the rural social rescue to the Communist Party of China and the Chinese government in 1956-1966. The article introduces the situation of the disadvantaged groups in rural areas of Hebei Province. This paper investigates the construction of rural social assistance system in Hebei Province, studies the relief practice at that time, and through the reflection of the relief at that time, hopes to provide some reference for our social relief work today. In addition to the introduction and conclusion, this article is divided into four parts:. The first part introduces the situation of the rural vulnerable groups in Hebei province from 1956 to 1966, and expounds the seriousness of the existence of the disadvantaged groups in Hebei at that time. The second part focuses on the construction of rural social assistance system in Hebei Province. In the third part, the author mainly introduces the social assistance practice of the Communist Party of China in the rural areas of Hebei Province, aiming at different vulnerable groups. The fourth part reflects on the characteristics and shortcomings of rural social assistance in Hebei Province from 1956 to 1966, and the lessons we have gained and the enlightenment to modern social assistance. The paper holds that the achievements of social assistance work in Hebei rural areas from 1956 to 1966 are remarkable, and some of its relief ideas and practice are of certain reference significance to the rural poverty alleviation and the construction of new rural areas in our country.
