【摘要】：嘉慶晚期至道光初年,兩淮鹽政敝壞,私梟猖獗為諸弊之一。私梟成幫結(jié)伙,把持鹽課捆掣之所,強(qiáng)行購(gòu)私發(fā)賣(mài),兼有運(yùn)鹽船只,致使正引滯銷(xiāo),國(guó)課無(wú)著,清政府財(cái)政收入受到很大影響。同時(shí),私梟團(tuán)伙為了對(duì)抗其他私梟以及抵制清政府整頓鹽務(wù),多數(shù)還組成武裝,成為清政府心頭大患。黃玉林系江蘇儀征老虎頸地方私梟,迫于清政府壓力,帶同伙犯和船只、鹽斤赴官自首,自愿效力贖罪,希圖指引緝私得利,但因未能遂愿復(fù)萌重占儀征碼頭販私之意。為懲儆私梟,道光帝否定兩江總督蔣攸旀、新授兩江總督陶澍、兩淮鹽政福森、運(yùn)司王鳳生所議,將黃玉林正法�，F(xiàn)從館藏宮中朱批奏折及軍機(jī)處上諭檔中,選輯黃玉林案專(zhuān)題史料,供研究參考�！庍x者方裕謹(jǐn)
[Abstract]:In the late period of Jiaqing and the early years of Daoguang, the salt administration in the Lianghuai River was bad, and the rampant smuggling of private kingdoms was one of the disadvantages. They formed a gang, held the salt classes to tie up the lot, forcibly purchased and sold their salt, and also had ships carrying salt. As a result, they were leading to unsalable sales, and the national school had nothing to do with it. The fiscal revenue of the Qing government was greatly affected. At the same time, in order to fight against other smuggling owls and boycott the Qing government to rectify salt affairs, most of them also formed armed forces and became a serious problem of the Qing government.Huang Yulin was a local smuggling kingpin in Yizheng, Jiangsu Province. Under the pressure of the Qing government, he took his accomplices and boats, salt catties, and surrendered to officials to voluntarily serve as atonement, hoping to guide the anti-smuggling gains, but because he was unable to resume the intention of seizing Yizheng's docks and peddling smuggling again. In order to punish the smuggling owls, Dao Guangdi denied Jiang you, the governor of the two rivers, Tao Shu, Governor of the two Rivers, Forson of the Salt Administration of the Lianghuai River, and Wang Fengsheng, the Secretary of Transport, discussed the correct law of Huang Yulin.
