【摘要】：抗戰(zhàn)全面爆發(fā)后,南京國民政府為了保證全國軍糧民食的供給,一方面將中央各機(jī)關(guān)進(jìn)行調(diào)整、裁并,成立了經(jīng)濟(jì)部,內(nèi)設(shè)農(nóng)林司負(fù)責(zé)全國的農(nóng)林工作,具體的事務(wù)則由中央農(nóng)業(yè)實驗所和農(nóng)產(chǎn)促進(jìn)委員會及其直屬的農(nóng)業(yè)試驗機(jī)關(guān)進(jìn)行。另一方面,還指示各地方政府,集中人力、物力成立統(tǒng)一的農(nóng)事機(jī)關(guān),而陜西省農(nóng)業(yè)改進(jìn)所正是在這種情況下應(yīng)運(yùn)而生的。該所是抗戰(zhàn)時期陜西省唯一的一個農(nóng)業(yè)科研并行政機(jī)構(gòu),在陜西農(nóng)業(yè)走向現(xiàn)代化的過程中起著非常重要的作用。但是到目前為止,學(xué)術(shù)界還沒有對此進(jìn)行一個全面系統(tǒng)的研究,所以,本文試圖利用陜西省檔案館所藏的關(guān)于陜西省農(nóng)業(yè)改進(jìn)所的相關(guān)檔案資料進(jìn)行一個系統(tǒng)的分析,以探討其在當(dāng)時的發(fā)展?fàn)顩r,以及對當(dāng)今社會的借鑒意義。 本文主要分為緒論、正文、結(jié)語三大塊。緒論部分,主要概述了當(dāng)前學(xué)術(shù)界對于農(nóng)業(yè)改進(jìn)所這一機(jī)構(gòu)的研究現(xiàn)狀以及本文的研究方法、特色和思路。第一章主要介紹了陜農(nóng)所成立的歷史背景,包括國內(nèi)環(huán)境和省內(nèi)狀況。第二章通過對陜農(nóng)所組織機(jī)構(gòu)、組織規(guī)程、人員構(gòu)成、經(jīng)費分配等問題的研究,將其基本的輪廓勾勒出來。第三章則重點從農(nóng)業(yè)、林業(yè)、畜牧獸醫(yī)三個方面介紹陜農(nóng)所的業(yè)務(wù)活動,其中還突出了其在農(nóng)業(yè)推廣方面的成就。第四章對抗日戰(zhàn)爭時期的陜農(nóng)所進(jìn)行了一個歷史定位,在肯定其成績的同時,也分析了不足,并對當(dāng)今我國農(nóng)業(yè)的發(fā)展提出了一些建議。最后結(jié)語部分再次將本文對陜農(nóng)所的考察進(jìn)行了綜合論述。 本文認(rèn)為,陜西省農(nóng)業(yè)改進(jìn)所作為抗日戰(zhàn)爭時期陜西省唯一的一個農(nóng)業(yè)科研并行政機(jī)構(gòu),立足丁抗戰(zhàn),立足于全省,克服多種困難,從多個方面展開工作。它不僅進(jìn)行了大量的試驗研究,同時還通過建立一套規(guī)范的組織系統(tǒng),進(jìn)行了廣泛的推廣,對全國抗戰(zhàn)以及陜西農(nóng)業(yè)的現(xiàn)代化發(fā)展都有著極其重要的意義。然而,受到戰(zhàn)爭環(huán)境的影響,該所在發(fā)展過程中始終受到人才、經(jīng)費的限制,也出現(xiàn)了發(fā)展不均衡等一些問題,這些都使得其實際成績受到了影響。所以,今天我們在大力推進(jìn)我國社會主義現(xiàn)代化建設(shè)的同時,應(yīng)該以史為鑒,取長避短,密切注意農(nóng)業(yè)調(diào)查、農(nóng)業(yè)生產(chǎn)和農(nóng)業(yè)推廣之間的關(guān)系,真正實現(xiàn)我國農(nóng)業(yè)的全面、協(xié)調(diào)、可持續(xù)發(fā)展。
[Abstract]:After the outbreak of the War of Resistance against Japan, the Nanjing National Government, in order to ensure the supply of military grain and civilian food throughout the country, on the one hand, adjusted the organs of the central government, cut them out, and set up a Ministry of Economic Affairs, with a Department of Agriculture and Forestry in charge of the work of agriculture and forestry throughout the country. Specific affairs are carried out by the Central Agricultural Laboratory and the Agricultural Product Promotion Committee and its directly affiliated agricultural experimental organs. On the other hand, local governments are instructed to pool manpower and material resources to set up a unified agricultural organ. The Shaanxi Institute for Agricultural improvement came into being in this situation. It was the only agricultural research and administrative institution in Shaanxi Province during the War of Resistance against Japan. It plays a very important role in the process of modernization of agriculture in Shaanxi. But so far, the academic circles have not carried out a comprehensive and systematic research on it, so, This paper attempts to make a systematic analysis of the relevant archives of Shaanxi Provincial Agricultural improvement Institute, collected by the Archives of Shaanxi Province, in order to discuss its development situation at that time and its significance for reference to the present society. This paper is divided into three parts: introduction, text and conclusion. The introduction part mainly summarizes the current research situation of agricultural improvement institute in academic circles and the research methods of this paper. The first chapter mainly introduces the historical background of the establishment of Shannong Institute, including the domestic environment and the situation in the province. The third chapter focuses on introducing the business activities of Shaanxi Agricultural Institute from three aspects: agriculture, forestry, animal husbandry and veterinary medicine. Among them, it also highlights its achievements in agricultural extension. Chapter 4th makes a historical positioning of the Shaanxi Peasant Institute during the War of Resistance against Japan. While affirming its achievements, it also analyzes its shortcomings. Some suggestions are put forward for the development of agriculture in our country. As the only agricultural scientific research and administrative institution in Shaanxi Province during the War of Resistance against Japan, the Agricultural improvement Institute of Shaanxi Province, based on the War of Resistance against Japan and the whole province, has overcome many difficulties. It has not only carried out a large number of experiments and studies, but also carried out extensive popularization through the establishment of a standardized organizational system. It is of great significance to the national war of resistance and the modernization of agriculture in Shaanxi. However, under the influence of the war environment, the institute has always been restricted by talents and funds in the course of its development, and there have been some problems such as uneven development. All this has affected its actual achievements. Therefore, while vigorously promoting the socialist modernization drive in China today, we should take history as a mirror, take the long term to avoid shortcomings, and pay close attention to agricultural investigations. The relationship between agricultural production and agricultural extension really realizes the comprehensive, coordinated and sustainable development of our country's agriculture.
