【摘要】：民國(guó)時(shí)期河南自然災(zāi)害頻發(fā),頻繁的災(zāi)害對(duì)社會(huì)經(jīng)濟(jì)造成巨大損失。本文以辯證唯物主義和歷史唯物主義為指導(dǎo),運(yùn)用社會(huì)學(xué)、歷史學(xué)、地理學(xué)、災(zāi)害學(xué)等學(xué)科的理論和研究方法,在概述民國(guó)時(shí)期河南自然災(zāi)害狀況的基礎(chǔ)上,對(duì)民國(guó)時(shí)期河南地區(qū)自然災(zāi)害的成因進(jìn)行分析,認(rèn)為其成因包括自然因素和社會(huì)因素兩個(gè)方面。頻繁的自然災(zāi)害給河南造成極為嚴(yán)重的影響:一是破壞了農(nóng)業(yè)生產(chǎn),二是影響社會(huì)穩(wěn)定,三是導(dǎo)致生態(tài)環(huán)境的惡化。面對(duì)自然災(zāi)害,河南政府采取了一系列應(yīng)對(duì)措施:災(zāi)前防減、臨災(zāi)救濟(jì)、災(zāi)后補(bǔ)救等。民間社會(huì)力量也積極參與了救災(zāi)活動(dòng),并發(fā)揮了重要作用,從而彌補(bǔ)了政府災(zāi)荒救濟(jì)中的許多不足。
[Abstract]:During the period of the Republic of Henan frequent natural disasters, frequent disasters caused great loss to the society and economy. Based on the dialectical materialism and historical materialism, sociology, history, geography, theory and research method of the disaster science foundation, Henan natural disaster situation in the Republic of China's overview, analysis of causes the natural disasters in Henan area during the period of Republic of China, the causes include two aspects of natural factors and social factors. Frequent natural disasters to Henan caused a very serious impact: destruction of agricultural production, the two is affecting social stability, three is the cause of the deterioration of the ecological environment. In the face of natural disasters, the government of Henan has taken a a series of measures: pre disaster prevention and reduction, disaster relief, disaster relief and so on. Social forces are also actively involved in disaster relief activities, and played an important role, so as to make up for the government Many deficiencies in the relief of the famine.
