【摘要】：“新生活運動”是南京國民政府在1934年開始實施的一場改造社會運動。這場運動從1934年開始到1949年結(jié)束,歷經(jīng)15年的時間。天津作為中國北方的重要城市也開展了這項運動,但由于中日戰(zhàn)爭的爆發(fā),天津淪陷,新生活運動遂告終止。1945年抗戰(zhàn)勝利,天津走出了戰(zhàn)火紛飛的淪陷生涯,重新回到國民政府的懷抱,新生活運動由此又重新開展起來。 1946年四月天津重新開始了新生活運動,此前雖有一些關(guān)于新生活運動的紀(jì)念活動,但運動本身并沒有真正開展起來。1946年4月8日至14日,天津市舉行了第一次新生活運動周,重新開始了新生活運動。天津市政府對于新生活運動極為重視,在運動周期間舉行各種活動,慶祝第一個新生活運動周。 新生活運動深入到了各區(qū)公所,各區(qū)公所都建立了新生活運動促進(jìn)會,指導(dǎo)本區(qū)的新生活運動。新生活運動開展,也由此不只是停留在天津市這個大的層面上。 1946年11月,杜建時成為天津市戰(zhàn)后第二任市長,他在主持天津市政工作期間非常重視新生活運動。這一時期的“節(jié)約運動”和“改進(jìn)社會秩序運動”成為新生活運動的主題�！肮�(jié)約運動”是為配合國民政府建設(shè)國家而開展的運動。天津市不僅大力宣傳和號召實行節(jié)約,還舉辦節(jié)約運動大檢查,以檢驗實施效果�！案倪M(jìn)社會秩序運動”是天津市政府開展的整理天津市容的一個運動,主要內(nèi)容包括整理天津市的交通、娛樂產(chǎn)所和公務(wù)員辦公情況等多個方面。天津市開展這項活動,主要是為了響應(yīng)國民政府開展新生活運動的號召,也是為了整理天津市容,做出政績,樹立政府的威信,贏得民心。由于這兩項工作開展的手段主要是宣傳和勸導(dǎo),加之對上述兩項工作的準(zhǔn)備不足,導(dǎo)致運動的結(jié)果并不理想。
