【摘要】:身為國(guó)家總理,周恩來(lái)掌管著國(guó)家的內(nèi)政外交,但他最為關(guān)心的、花費(fèi)心血最多的還是國(guó)家的經(jīng)濟(jì)建設(shè)事業(yè)。在領(lǐng)導(dǎo)國(guó)家建設(shè)的26年間,周恩來(lái)始終圍繞著經(jīng)濟(jì)建設(shè)這個(gè)中心,對(duì)新中國(guó)的經(jīng)濟(jì)建設(shè)做出了不可磨滅的重要貢獻(xiàn)。建國(guó)后周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的思想,是周恩來(lái)經(jīng)濟(jì)建設(shè)思想的其中一個(gè)方面內(nèi)容,而且是一個(gè)基本的具有統(tǒng)領(lǐng)性的方面。正是周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的這一思想和在實(shí)踐中的堅(jiān)持,使得我國(guó)順利的完成建國(guó)初國(guó)民經(jīng)濟(jì)的恢復(fù)和社會(huì)主義改造任務(wù),即使在“大躍進(jìn)”和“文化大革命”那樣的艱難歲月,在周恩來(lái)的極力堅(jiān)持下,使得我國(guó)的經(jīng)濟(jì)免于后退和崩潰的嚴(yán)重后果。這一思想是我們寶貴的精神財(cái)富,對(duì)我們今天建設(shè)中國(guó)特色的社會(huì)主義仍具有重要的啟迪和借鑒作用。因此,筆者認(rèn)為,研究周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的這一思想和實(shí)踐有著重要的意義。 當(dāng)前學(xué)術(shù)界對(duì)周恩來(lái)的經(jīng)濟(jì)思想研究頗多,但是大多比較零散,并沒(méi)有統(tǒng)領(lǐng)到經(jīng)濟(jì)建設(shè)為中心的思想中來(lái)。此外,在政治、文化、外交工作中周恩來(lái)也都堅(jiān)持了以經(jīng)濟(jì)建設(shè)為中心這一思想。因此本文試圖在分析周恩來(lái)在社會(huì)主義經(jīng)濟(jì)建設(shè)思想的同時(shí),從政治、文化、外交等側(cè)面來(lái)體現(xiàn)周恩來(lái)的以經(jīng)濟(jì)建設(shè)為中心的思想和實(shí)踐,力圖使論證更為充分和有力。此外,本文試圖總結(jié)出周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的思想的對(duì)當(dāng)前工作的幾點(diǎn)現(xiàn)實(shí)啟示。 全文主要包括引言、正文和結(jié)語(yǔ)。正文分為四部分: 第一部分論述了周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的思想和實(shí)踐的具體內(nèi)容。這是全文的主體部分,分建國(guó)初國(guó)民經(jīng)濟(jì)恢復(fù)時(shí)期、社會(huì)主義改造時(shí)期、社會(huì)主義建設(shè)時(shí)期及“文化大革命”時(shí)期四個(gè)階段來(lái)闡述周恩來(lái)在國(guó)民經(jīng)濟(jì)發(fā)展的各個(gè)時(shí)期如何踐行以經(jīng)濟(jì)建設(shè)為中心的思想。雖然每個(gè)階段面臨的實(shí)際情況不同,但是,周恩來(lái)在領(lǐng)導(dǎo)我國(guó)的內(nèi)政和外交各項(xiàng)工作時(shí),都始終堅(jiān)持以經(jīng)濟(jì)建設(shè)為中心。 第二部分是從各個(gè)時(shí)期以經(jīng)濟(jì)建設(shè)為中心的思想和實(shí)踐的具體體現(xiàn)中歸納出其特點(diǎn):堅(jiān)持實(shí)事求是;堅(jiān)持辯證唯物主義;艱難處境下堅(jiān)持靈活獨(dú)特的工作方法。這些特點(diǎn)在周恩來(lái)踐行以經(jīng)濟(jì)建設(shè)為中心的各個(gè)經(jīng)濟(jì)發(fā)展階段都有著廣泛而深刻的體現(xiàn)。 第三部分闡述周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心思想的形成原因。馬克思主義關(guān)于發(fā)展生產(chǎn)力的理論是周恩來(lái)形成這一思想的理論基礎(chǔ);建國(guó)前國(guó)內(nèi)外的客觀形勢(shì)是周恩來(lái)形成這一思想的現(xiàn)實(shí)原因;先進(jìn)國(guó)家經(jīng)濟(jì)發(fā)展的成功經(jīng)驗(yàn)是周恩來(lái)形成這一思想的外部原因;國(guó)富才能?chē)?guó)強(qiáng)的一貫觀念是周恩來(lái)形成這一思想的個(gè)人原因。 第四部分總結(jié)周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的思想和實(shí)踐的理論意義和現(xiàn)實(shí)意義。周恩來(lái)以經(jīng)濟(jì)建設(shè)為中心的思想,既是毛澤東思想的社會(huì)主義建設(shè)思想的來(lái)源之一,又是鄧小平建設(shè)有中國(guó)特色社會(huì)主義思想的來(lái)源之一。研究此可以更充分地了解到周恩來(lái)在26年總理工作中的鞠躬盡瘁,同時(shí),這一思想是我們寶貴的精神財(cái)富,研究這一思想也可以更好地為當(dāng)前社會(huì)主義現(xiàn)代化建設(shè)提供有益的借鑒。
[Abstract]:As the prime minister, Zhou Enlai in charge of the country's domestic and foreign policy, but he is most concerned about the effort, or the most of the country's economic construction. In the construction of the leading countries in 26 years, Zhou Enlai has always focused on economic construction as the center, has made an indelible contribution to the economic construction of new Chinese. Zhou Enlai thought to the economic construction as the center after the founding of the PRC, Zhou Enlai thought is one of the aspects of economic construction, but also a basic has a command of the. Zhou Enlai is taking economic construction as the center of this thought and insist on practice, making China's successful completion of the beginning of the founding of the national economic recovery and the task of socialist transformation, even in the "great leap forward" and "Cultural Revolution" in such difficult years, Zhou Enlai strongly insisted, making China's economy from recession and collapse Serious consequences. This paper tries to analyze Zhou Enlai's thought in socialist economy construction at the same time, from the political, cultural, diplomatic and other side to reflect Zhou Enlai's thought and practice of taking economic construction as the center, to make the argument more powerful. In addition, this paper attempts to summarize Zhou Enlai taking economic construction as the center of thought on the current work of several practical implications.
The full text includes the introduction, the text and the conclusion. The text is divided into four parts:
The first part discusses the specific content of Zhou Enlai taking economic construction as the center of thought and practice. This is the main part of the text, divided into the beginning of the founding of the national economic recovery period, the period of socialist transformation, the four stages of the socialist construction period and the period of "cultural Revolution" of Zhou Enlai in different periods of the development of the national economy to carry out economic construction as the center of thought. Although each stage faces different actual situation, however, the work of Zhou Enlai in the leadership of China's internal affairs and diplomacy, always persist in taking economic construction as the center.
The second part is the concrete embodiment of each period from the thought and practice of taking economic construction as the center of sums up their characteristics: seeking truth from facts; dialectical materialism; adhere to a flexible and unique working methods in difficult situations. These characteristics in Zhou Enlai's practice of taking economic construction as the center of various stages of economic development have a widespread and profound embodiment.
The third part of Zhou Enlai taking economic construction as the center of the formation of the thought of reason. Marx's theory about the development of productive forces is the theoretical foundation of the formation of the thought of Zhou Enlai; before the founding of the country the objective situation is the realistic reason of the formation of the thought of Zhou Enlai; the successful experience of economic development in advanced countries is the external cause of the formation of the thought of Zhou Enlai the concept of wealth to the country; always is Zhou Enlai personal reasons of the formation of the thought.
The fourth part summarizes the theoretical significance of Zhou Enlai taking economic construction as the center and the practical and realistic significance. Zhou Enlai thought of taking economic construction as the center, one of the sources of Mao Zedong's thought is not only the thought of socialist construction, and is also one of Deng Xiaoping thought of building socialism with China characteristics. At the same time, the source of research can better understand that Zhou Enlai in 26 years, prime minister in the work of dedicated, this thought is our precious spiritual wealth, this idea can also provide better reference for the current construction of socialist modernization.
