【摘要】：本文主要從迪化的市政機(jī)構(gòu)和市政建設(shè)方面入手,以市政建設(shè)為側(cè)重點(diǎn),主要分析民國(guó)時(shí)期迪化在城市建設(shè)中的城市規(guī)劃、城市道路交通、城市排水、城市消防、城市防洪、環(huán)境衛(wèi)生、城市園林綠化建設(shè)等基礎(chǔ)設(shè)施建設(shè)方面的情況,總結(jié)迪化市政建設(shè)的原因,并對(duì)其做出評(píng)價(jià)。研究?jī)?nèi)容主要包括三個(gè)部分:第一部分為“民國(guó)以前迪化市政狀況”。主要探討民國(guó)以前迪化的市政建設(shè)演變過(guò)程。包括1881年以前的迪化傳統(tǒng)管理機(jī)構(gòu)和1881年以后到1911年以前的迪化專門(mén)化的近代市政機(jī)構(gòu),以及民國(guó)以前迪化的市政建設(shè)狀況。第二部分為“民國(guó)時(shí)期迪化的市政建設(shè)”。主要論述1911年至1949年迪化市政建設(shè)的發(fā)展?fàn)顩r,主要從迪化市政府的構(gòu)建、區(qū)以下基層組織的構(gòu)建、市政機(jī)構(gòu)的發(fā)展、以市政工程為主的市政建設(shè)。第三部分為“民國(guó)時(shí)期迪化市政建設(shè)的原因及評(píng)價(jià)”。主要分析了民國(guó)時(shí)期迪化市政建設(shè)的原因、成就、存在的問(wèn)題和局限。評(píng)價(jià)中,總結(jié)正反兩個(gè)方面的經(jīng)驗(yàn)和教訓(xùn),進(jìn)一步分析它對(duì)現(xiàn)代烏魯木齊城市建設(shè)的借鑒。
[Abstract]:This paper mainly from the Dehua of municipal institutions and municipal construction, with the municipal construction as the focus, mainly analyzed in the Republic of China in the urban construction of urban planning, urban road traffic, urban drainage. Urban fire prevention, urban flood control, environmental sanitation, urban landscape construction and other infrastructure construction, summed up the reasons for the construction of the city. The content of the study mainly includes three parts: the first part is "the status of Dehua city before the Republic of China". It mainly discusses the evolvement process of the municipal construction before the Republic of China, including the traditional management institutions before 1881 and the modern municipal institutions after 1881 to 1911. The second part is "the city construction in the period of the Republic of China". It mainly discusses the development of the city construction in Dehua from 1911 to 1949. Mainly from the construction of the Dehua municipal government, the construction of grass-roots organizations below the district, the development of municipal institutions. The third part is "reasons and Evaluation of Dehua Municipal Construction in the Republic of China". It mainly analyzes the reasons and achievements of the Dehua Municipal Construction in the Republic of China period. In the evaluation, the author summarizes the experience and lessons from both positive and negative aspects, and further analyzes its reference to the urban construction in Urumqi.
