【摘要】：新中國(guó)成立后,為適應(yīng)軍隊(duì)建設(shè)的需要,國(guó)家及時(shí)提出實(shí)行義務(wù)兵役制。它的主要特征是實(shí)行定期征集、定期退役,既可以使現(xiàn)役部隊(duì)得到充足的兵員補(bǔ)充,同時(shí)可以有計(jì)劃地積蓄強(qiáng)大的、訓(xùn)練有素的后備兵員。1955年7月,《中華人民共和國(guó)兵役法》頒布實(shí)施,這是新中國(guó)的第一部兵役法,它標(biāo)志著長(zhǎng)期實(shí)行的志愿兵役制度的結(jié)束,這是國(guó)家軍事制度的一項(xiàng)重大改革。雖然義務(wù)兵役制是一種比較合理的兵役制度,但在實(shí)踐過(guò)程中由于缺乏經(jīng)驗(yàn)等原因出現(xiàn)了一些問(wèn)題。新中國(guó)成立初期,圍繞預(yù)備役制度、民兵工作以及是否恢復(fù)志愿兵制等問(wèn)題,經(jīng)過(guò)了較長(zhǎng)時(shí)間的探索和實(shí)踐,義務(wù)兵役制得到修正和改進(jìn),符合中國(guó)實(shí)際的兵役制度逐步確立,并不斷發(fā)展完善。
