【摘要】：新中國成立后,為適應(yīng)軍隊建設(shè)的需要,國家及時提出實行義務(wù)兵役制。它的主要特征是實行定期征集、定期退役,既可以使現(xiàn)役部隊得到充足的兵員補充,同時可以有計劃地積蓄強大的、訓(xùn)練有素的后備兵員。1955年7月,《中華人民共和國兵役法》頒布實施,這是新中國的第一部兵役法,它標志著長期實行的志愿兵役制度的結(jié)束,這是國家軍事制度的一項重大改革。雖然義務(wù)兵役制是一種比較合理的兵役制度,但在實踐過程中由于缺乏經(jīng)驗等原因出現(xiàn)了一些問題。新中國成立初期,圍繞預(yù)備役制度、民兵工作以及是否恢復(fù)志愿兵制等問題,經(jīng)過了較長時間的探索和實踐,義務(wù)兵役制得到修正和改進,符合中國實際的兵役制度逐步確立,并不斷發(fā)展完善。
