【摘要】：新中國成立初期的西安,局勢復(fù)雜,問題嚴(yán)峻。既有舊社會遺留的封建頑疾,又有胡匪撤退時殘留的土匪和特務(wù)等破壞活動十分猖獗的勢力。為鞏固新生政權(quán)、鏟除社會頑疾、清除國民黨匪特,中共中央西北局、西安市軍事管制委員會、西安市委市政府在中共中央的指導(dǎo)下,有序的完成了西安市的接管與改造工作,恢復(fù)了社會生產(chǎn),在解決社會問題的同時,將國家權(quán)利深入到基層,鞏固了政治統(tǒng)治。1949—1952西安市通過三年的努力,完成了禁煙禁毒禁娼、推行新婚姻法、建立并完善救濟制度、推行衛(wèi)生防疫工作、控制通貨膨脹發(fā)展生產(chǎn)。在治理社會問題同時,保障人民生活、改善社會風(fēng)氣、樹立社會主義新秩序,得到了群眾的認(rèn)可和好評,鞏固了黨在人民群眾心目中的形象,也為之后的“一五計劃”的實施奠定了堅實的基礎(chǔ)。本文以新中國成立初期西安市的接管與改造為背景,分析了西安市社會問題存在的多方因素,民眾苦不堪言的生活現(xiàn)狀。探討了西安市在舊社會遺留問題、新舊社會更替問題、新社會發(fā)展問題三方面治理的措施�？偨Y(jié)了此次社會改造過程中的問題及經(jīng)驗教訓(xùn),力圖為當(dāng)今的社會改革、社會問題治理提供有效的借鑒。本文共分四個部分：第一部分從歷史唯物主義的角度,對西安市社會問題進行了界定。第二部分從社會歷史變遷的角度,對西安市的社會問題存在的多方因素進行了梳理,重點描述了煙毒、娼妓、賭博等主要社會問題在存在和影響上的交織,及其對社會所產(chǎn)生的影響危害也是復(fù)合式的疊加。第三部分從社會治理的角度,具體闡述了建國初西安市在治理娼妓、煙毒、匪特、乞丐等多種社會問題的措施和效果,在治理中建立基層政權(quán)實行有效管理。第四部分針對建國初西安市在治理社會問題時,出現(xiàn)的問題及經(jīng)驗教訓(xùn)經(jīng)行總結(jié)升華,為現(xiàn)代社會改革提供參考。
[Abstract]:In the early days of the founding of new China, the situation in Xi'an was complicated and the problems were serious. There were not only the feudal stubborn diseases left over from the old society, but also the rampant sabotage activities such as bandits and spies remaining in the withdrawal of bandits, in order to consolidate the new regime. Under the guidance of the CPC Central Committee, the Central Committee of the Communist Party of China, the military Control Commission of Xi'an and the City Government of Xi'an, under the guidance of the CPC Central Committee, the takeover and transformation of Xi'an City was completed in an orderly manner. Social production has been restored, while solving social problems, the national rights have been deepened to the grass-roots level, and the political rule has been consolidated. Through three years' efforts, Xi'an has completed the prohibition of smoking, drug and prostitution. We will carry out the new Marriage Law, establish and improve the relief system, carry out the work of health and epidemic prevention, control inflation and develop production. At the same time, we will ensure the people's livelihood and improve the social atmosphere while tackling social problems. The establishment of a new socialist order has been recognized and praised by the masses and consolidated the image of the Party in the eyes of the masses. It also laid a solid foundation for the implementation of the "first five year Plan". This paper analyzes the social problems of Xi'an City with the background of the takeover and transformation of Xi'an City in the early stage of the founding of New China. This paper discusses the problems left by Xi'an in the old society and the replacement of the new and the old society. This paper summarizes the problems and experiences and lessons in the process of social transformation, and tries to make an effort for the social reform today. This paper is divided into four parts: the first part defines the social problems in Xi'an from the perspective of historical materialism. The second part is from the perspective of social and historical changes. This paper combs the various factors of the social problems in Xi'an, especially describes the interweaving of the existence and influence of the main social problems, such as tobacco, prostitution, gambling and so on. The third part from the point of view of social governance, elaborated the Xi'an city in the early days of the founding of the people's Republic of China in the management of prostitutes, drugs, bandits. The measures and effects of beggars and other social problems, the establishment of grass-roots political power in governance to implement effective management. 4th part of Xi'an City in the early days of the founding of the people's Republic of China in the governance of social problems. The problems and lessons learned are summarized and sublimated to provide reference for the reform of modern society.
