【摘要】：本選題考察的是從1937年全面抗戰(zhàn)爆發(fā)到1945年抗戰(zhàn)勝利期間的湖南難民及難民救濟(jì)問題。日本侵略戰(zhàn)爭(zhēng)和這期間自然災(zāi)害的頻發(fā),破壞了正常的社會(huì)秩序,導(dǎo)致省內(nèi)產(chǎn)生了大量的難民,形成了嚴(yán)重的社會(huì)問題,同時(shí)外省也涌進(jìn)了大量難民,加重了湖南省的承受力,急需開展救濟(jì)工作。這期間湖南省內(nèi)的難民人數(shù)多、種類繁雜、文化程度參差不齊,既有省內(nèi)產(chǎn)生的本土難民又有許多來(lái)自于全國(guó)各地尤其是敵占區(qū)的難民。但難民所面臨的問題主要集中在衣、食、住、行得不到保障;醫(yī)療衛(wèi)生問題急需解決;人身安全受到威脅;不法分子和汪偽特務(wù)混雜其中;難童教育急需解決。為了解決這些至關(guān)重要的問題,湖南省政府在南京國(guó)民政府的指導(dǎo)下,制定了難民救濟(jì)的宗旨,成立了許多難民救濟(jì)機(jī)構(gòu),頒布了一系列具體的難民救濟(jì)政策,同時(shí)廣開救濟(jì)經(jīng)費(fèi)來(lái)源,號(hào)召社會(huì)各種慈善團(tuán)體、宗教組織、社會(huì)賢達(dá)紛紛參與難民救濟(jì)。通過政府及民間團(tuán)體與個(gè)人的努力,湖南省的難民壓力得到了緩解,穩(wěn)定了湖南地區(qū)的社會(huì)秩序,解決了許多難民面臨的困難,為湖南抗戰(zhàn)乃至全國(guó)抗戰(zhàn)做出了杰出的貢獻(xiàn),同時(shí)在難民的救濟(jì)過程中也暴露出了許多政府的不足與缺陷,沒有達(dá)到難民所期待的效果。
[Abstract]:This topic is to investigate the issue of refugees and refugee relief in Hunan during the outbreak of the War of Resistance against Japan from 1937 to the victory of the War of Resistance in 1945. The Japanese war of aggression and the frequent occurrence of natural disasters during this period. Destroyed the normal social order, resulting in a large number of refugees in the province, formed a serious social problems, at the same time, the province also poured into a large number of refugees, increased the endurance of Hunan Province. It is urgent to carry out relief work. During this period, the number of refugees in Hunan Province is large, the variety is complex, and the education level is not uniform. There are not only native refugees in the province but also many refugees from all parts of the country, especially in enemy-occupied areas. However, the problems faced by refugees are mainly concentrated in clothing, food, shelter and transportation. Medical and health problems need to be solved urgently; Threats to the security of the person; The lawless elements and the secret agent Wang Puppet mingled with each other; In order to solve these critical problems, the Hunan Provincial Government, under the guidance of the Nanjing National Government, has formulated the purpose of refugee relief and established many refugee relief agencies. Has promulgated a series of specific refugee relief policies, at the same time opened up the relief funds source, called on the community various charitable organizations, the religious organization. Social leaders have participated in refugee relief. Through the efforts of the government, civil society and individuals, the pressure of refugees in Hunan has been alleviated, the social order in Hunan has been stabilized, and many refugees have been solved. It has made outstanding contributions to the War of Resistance against Japan in Hunan and even to the whole country. At the same time, it has also exposed the shortcomings and defects of many governments in the process of refugee relief, and failed to achieve the effect expected by the refugees.
