【摘要】：外向型經(jīng)濟(jì)發(fā)展?fàn)顩r通常取決于三個(gè)維度,即空間、結(jié)構(gòu)和活力。我國前一輪外向型經(jīng)濟(jì)快速發(fā)展,在空間上主要表現(xiàn)為東部地區(qū)抓住了"先試先行"的戰(zhàn)略機(jī)遇,依托發(fā)達(dá)經(jīng)濟(jì)體巨大需求市場,形成了東部地區(qū)為引領(lǐng)的外向型經(jīng)濟(jì)發(fā)展格局;在結(jié)構(gòu)上主要表現(xiàn)為低端切入全球價(jià)值鏈分工體系,從而實(shí)現(xiàn)中低端產(chǎn)業(yè)和產(chǎn)品出口的長足發(fā)展;在活力上主要表現(xiàn)為要素和投資成為外向型經(jīng)濟(jì)發(fā)展的主要驅(qū)動力。當(dāng)前,全球經(jīng)濟(jì)進(jìn)入深度調(diào)整期,國內(nèi)經(jīng)濟(jì)發(fā)展進(jìn)入"新常態(tài)",我國外向型經(jīng)濟(jì)基于傳統(tǒng)三維度的發(fā)展模式面臨顯著約束,亟待轉(zhuǎn)型升級和提升發(fā)展水平。這就需要對空間、結(jié)構(gòu)和活力進(jìn)行再造。在外部空間上,應(yīng)利用"一帶一路"倡議的戰(zhàn)略機(jī)遇拓展外向型經(jīng)濟(jì)發(fā)展新空間;在內(nèi)部空間上,促進(jìn)東部、中部和西部區(qū)域的協(xié)調(diào)發(fā)展,打造外向型經(jīng)濟(jì)發(fā)展整體競爭新優(yōu)勢;在結(jié)構(gòu)上,通過供給側(cè)結(jié)構(gòu)性改革實(shí)現(xiàn)產(chǎn)業(yè)和出口產(chǎn)品的轉(zhuǎn)型升級;在動力機(jī)制上,通過構(gòu)建開放型經(jīng)濟(jì)新體制,破除企業(yè)和人才進(jìn)行創(chuàng)新活力所面臨的體制機(jī)制約束,加快實(shí)現(xiàn)從要素和投資驅(qū)動向創(chuàng)新驅(qū)動轉(zhuǎn)變。
[Abstract]:The development of extroverted economy usually depends on three dimensions, namely space, structure and vitality. The first round of extroverted economic development in China was characterized by the fact that the eastern region grasped the strategic opportunity of "first trial first" and relied on the huge demand market of developed economies. Forming the pattern of export-oriented economic development led by the eastern region; The structure is characterized by the low end cutting into the global value chain division of labor system, so as to realize the rapid development of the middle and low end industry and product export, and the vitality of which is that the factors and investment become the main driving force of the export-oriented economy development. At present, the global economy has entered a period of deep adjustment, and domestic economic development has entered into a "new normal". The export-oriented economy of our country is faced with significant constraints based on the traditional three-dimensional development model, which is in urgent need of transformation, upgrading and upgrading of the development level. This requires reinventing space, structure and vitality. In the outer space, we should take advantage of the strategic opportunity of "Belt and Road" to expand the new space of export-oriented economy development. In the internal space, we should promote the coordinated development of the eastern, central and western regions, create a new competitive advantage in the overall development of export-oriented economy, and realize the transformation and upgrading of industry and export products through supply-side structural reform. In terms of dynamic mechanism, by constructing a new open economy system, we can break down the institutional and mechanism constraints faced by enterprises and talents in carrying out innovation activities, and accelerate the transformation from elements and investment drivers to innovation-driven ones.
