【摘要】：數(shù)字"一帶一路"是我國(guó)建設(shè)"數(shù)字強(qiáng)國(guó)"的內(nèi)生性要求,也為"一帶一路"沿線國(guó)家數(shù)字化發(fā)展提供了契機(jī)。當(dāng)前"一帶一路"沿線國(guó)家具備一定程度的數(shù)字化發(fā)展基礎(chǔ),但總體水平仍有待提高。數(shù)字"一帶一路"建設(shè)有利于推動(dòng)沿線國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展,提升國(guó)家治理水平,積累國(guó)際競(jìng)爭(zhēng)新優(yōu)勢(shì),進(jìn)而促進(jìn)全球治理體系變革。數(shù)字"一帶一路"建設(shè)面臨的挑戰(zhàn)不容忽視:沿線國(guó)家大數(shù)據(jù)戰(zhàn)略意識(shí)不強(qiáng),大數(shù)據(jù)基礎(chǔ)設(shè)施水平不一,大數(shù)據(jù)安全威脅不斷,大數(shù)據(jù)標(biāo)準(zhǔn)制定能力不均。針對(duì)上述挑戰(zhàn),我們可從以下方面進(jìn)行應(yīng)對(duì):強(qiáng)化大數(shù)據(jù)戰(zhàn)略思維,優(yōu)化數(shù)字化頂層設(shè)計(jì);加大基礎(chǔ)設(shè)施投入力度,拓寬大數(shù)據(jù)應(yīng)用領(lǐng)域;加強(qiáng)網(wǎng)絡(luò)空間治理,提升數(shù)據(jù)流通安全性;做實(shí)支撐機(jī)制建設(shè),保障數(shù)字"一帶一路"道寬路暢。
[Abstract]:The digital "Belt and Road" is an endogenous requirement for China to build a "digital power", and also provides an opportunity for the digitalization development of the countries along the road of "Belt and Road". The current "Belt and Road" along the country has a certain degree of digital development basis, but the overall level still needs to be improved. The construction of digital "Belt and Road" is conducive to promoting the economic and social development of the countries along the route, improving the level of national governance, accumulating new advantages of international competition, and thus promoting the reform of the global governance system. The challenges faced by the construction of digital "Belt and Road" should not be ignored: the strategic consciousness is not strong in the country along the road, the infrastructure level is different, the security threat is constant, and the standard setting capacity is uneven. In response to the above challenges, we can deal with the following aspects: strengthening big data's strategic thinking, optimizing the digital top-level design; increasing investment in infrastructure, broadening the area of big data application; strengthening cyberspace governance, Improve the security of data circulation; do the construction of supporting mechanism to protect the digital "Belt and Road" road wide.
