【摘要】：在經(jīng)濟(jì)全球化背景下,制造業(yè)成本上升、產(chǎn)能過(guò)剩、出口受挫等問(wèn)題制約著我國(guó)經(jīng)濟(jì)與貿(mào)易的發(fā)展。境外經(jīng)貿(mào)合作區(qū)作為一種全新的對(duì)外投資方式,對(duì)我國(guó)對(duì)外直接投資和出口貿(mào)易有著積極作用。境外經(jīng)貿(mào)合作區(qū)現(xiàn)已成為我國(guó)企業(yè)抱團(tuán)“走出去”的一個(gè)重要平臺(tái),并與“一帶一路”戰(zhàn)略相承接,上升為我國(guó)重要戰(zhàn)略。截至2016年底,我國(guó)已在36個(gè)國(guó)家建立合作區(qū)77個(gè),累計(jì)投資241.9億美元。從理論層面上分析,本文對(duì)境外經(jīng)貿(mào)合作區(qū)涉及的相關(guān)理論研究進(jìn)行了梳理與整合。從境外經(jīng)貿(mào)合作區(qū)的內(nèi)涵和建設(shè)流程出發(fā),梳理對(duì)外直接投資理論、發(fā)展中國(guó)家對(duì)外直接投資理論,將經(jīng)濟(jì)全球化大背景與境外經(jīng)貿(mào)合作區(qū)發(fā)展現(xiàn)狀相結(jié)合,分析境外經(jīng)貿(mào)合作區(qū)成立的目的及意義,最終構(gòu)建境外經(jīng)濟(jì)貿(mào)易合作區(qū)建設(shè)的理論框架體系。結(jié)合近期我國(guó)境外經(jīng)貿(mào)合作區(qū)發(fā)展數(shù)據(jù),合作區(qū)的設(shè)立概況、建立投資方式、區(qū)位分布、產(chǎn)業(yè)定位四個(gè)方面較為全面、科學(xué)地展示目前我國(guó)境外經(jīng)貿(mào)合作區(qū)的發(fā)展現(xiàn)狀。從實(shí)證層面上分析,本文利用2003-2014年中國(guó)對(duì)110個(gè)國(guó)家(地區(qū))的直接投資和出口貿(mào)易等相關(guān)數(shù)據(jù),在引力模型的框架下,定量描述境外經(jīng)貿(mào)合作區(qū)的構(gòu)建對(duì)我國(guó)對(duì)外直接投資和出口貿(mào)易的具體影響。本文的主要研究結(jié)論包括:首先,境外經(jīng)貿(mào)合作區(qū)能有效規(guī)避貿(mào)易壁壘、轉(zhuǎn)移過(guò)剩產(chǎn)能、推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),促進(jìn)我國(guó)對(duì)境外經(jīng)貿(mào)合作區(qū)所在國(guó)的直接投資;其次,在一定程度上,境外經(jīng)貿(mào)合作區(qū)的建立將減少我國(guó)的出口貿(mào)易。根據(jù)上述結(jié)論,結(jié)合我國(guó)境外經(jīng)貿(mào)合作區(qū)的發(fā)展現(xiàn)狀,以期推動(dòng)境外經(jīng)貿(mào)合作區(qū)發(fā)展,更好發(fā)揮戰(zhàn)略預(yù)期作用,本文提出了幾條針對(duì)性建議:要準(zhǔn)確定位境外經(jīng)貿(mào)合作區(qū),建立境外投資風(fēng)險(xiǎn)防控預(yù)警機(jī)制,重視和引進(jìn)跨國(guó)人才等。
[Abstract]:Under the background of economic globalization, manufacturing costs rise, overcapacity, export setbacks and other problems restrict the development of China's economy and trade. As a new way of foreign investment, overseas economic and trade cooperation zone plays a positive role in China's foreign direct investment and export trade. Foreign economic and trade cooperation zone has become an important platform for Chinese enterprises to "go out", and "Belt and Road" strategy to undertake, rising into an important strategy of our country. By the end of 2016, China had established 77 zones in 36 countries, with a cumulative investment of US $24.19 billion. Based on the theoretical analysis, this paper combs and integrates the relevant theoretical studies of the overseas economic and trade cooperation zones. Proceeding from the connotation and construction process of the overseas economic and trade cooperation zones, this paper combs the theory of foreign direct investment and the theory of foreign direct investment of developing countries, and combines the background of economic globalization with the present situation of the development of overseas economic and trade cooperation zones. This paper analyzes the purpose and significance of the establishment of overseas economic and trade cooperation zones, and finally constructs the theoretical framework system of overseas economic and trade cooperation zones. Combined with the recent development data of China's overseas economic and trade cooperation zones, the general situation of the establishment of the cooperation zones, the establishment of investment mode, location distribution and industrial positioning are relatively comprehensive, scientifically showing the current situation of the development of China's overseas economic and trade cooperation zones. From the empirical level, this paper uses the data of China's direct investment and export trade to 110 countries (regions) from 2003 to 2014, under the frame of gravity model. This paper quantitatively describes the concrete influence of the construction of overseas economic and trade cooperation zone on China's foreign direct investment and export trade. The main conclusions of this paper are as follows: first, the foreign economic and trade cooperation zone can effectively avoid trade barriers, transfer excess production capacity, promote the upgrading of industrial structure, promote China's direct investment in the countries where the foreign economic and trade cooperation zones are located; secondly, To a certain extent, the establishment of overseas economic and trade cooperation zone will reduce China's export trade. According to the above conclusions, combined with the current situation of China's overseas economic and trade cooperation zones, with a view to promoting the development of overseas economic and trade cooperation zones and giving better play to the expected role of the strategy, this paper puts forward several targeted suggestions: to accurately locate the overseas economic and trade cooperation zones, Establish the risk prevention and control mechanism of overseas investment, attach importance to and introduce transnational talents, etc.
