【摘要】：中國的能源產(chǎn)量及消耗量自2000年起就接連快速增長,能源產(chǎn)量持續(xù)低于消耗量。石油進口來源主要為中東、西非、前蘇聯(lián)、中南美洲等國家與地區(qū),此中從中東、非洲的進口的石油運輸線路比較單一,對好望角、馬六甲海峽及霍爾木茲海峽的依賴度過高,過高的對外依存度及能源獲取渠道的失衡,嚴(yán)重威脅到國家安全和能源安全。我國作為能源消費大國,一方面要應(yīng)對日益嚴(yán)峻的國際能源地緣形勢,另一方面還要化解能源渠道單一化的環(huán)境風(fēng)險,以確保國家的能源安全�！耙粠б宦贰睉�(zhàn)略的日漸推進和落實,使得能源物流將被委以優(yōu)化和提升國家能源安全、儲備及戰(zhàn)略的重任,以因應(yīng)國際能源格局演變等紛繁形勢�；诖�,本文綜觀全球主要國家的能源戰(zhàn)略及其物流的發(fā)展概況,在國內(nèi)外學(xué)界的研究基礎(chǔ)上,首先分析了國內(nèi)外能源物流結(jié)構(gòu)及其發(fā)展?fàn)顩r,探究了我國能源物流供給結(jié)構(gòu)及發(fā)展態(tài)勢;進而從能源物流合作環(huán)境、商業(yè)生態(tài)系統(tǒng)、整體發(fā)展定位、頂層設(shè)計等方面對“一帶一路”戰(zhàn)略下的我國能源物流戰(zhàn)略蘊含進行分析,并利用重心法、最大覆蓋模型等對能源儲備基地選址進行了研究;最后利用模糊綜合評價對我國能源物流網(wǎng)絡(luò)與空間布局做出了進一步探討。第一章,對基于“一帶一路”戰(zhàn)略的我國能源物流網(wǎng)絡(luò)空間布局的研究背景、研究意義等展開了系統(tǒng)而詳細(xì)地闡述,介紹了國內(nèi)外學(xué)界研究現(xiàn)狀和本文的研究內(nèi)容及相關(guān)創(chuàng)新點。第二章,介紹了國外能源安全與能源物流管理體制的經(jīng)驗,對中國能源供給結(jié)構(gòu)的基本態(tài)勢及優(yōu)化展開了分析。第三章,對“一帶一路”戰(zhàn)略下的能源合作環(huán)境進行了探討,利用重心法、最大覆蓋模型等對能源儲備基地選址進行了研究,系統(tǒng)的闡釋、探究了我國能源物流戰(zhàn)略蘊含及其深層構(gòu)思。第四章,通過對七個經(jīng)濟區(qū)現(xiàn)有能源儲備基地進行模糊綜合評價,優(yōu)化了能源儲備基地網(wǎng)絡(luò)與空間布局,調(diào)整了能源供給結(jié)構(gòu)。
[Abstract]:China's energy production and consumption have been growing rapidly since 2000, and energy production continues to be below consumption. Oil imports mainly come from the Middle East, West Africa, the former Soviet Union, Central and South America and other countries and regions. In this case, the oil transportation lines imported from the Middle East and Africa are relatively single, and they are highly dependent on Cape of good Hope, the Straits of Malacca and Hormuz. Excessive external dependence and imbalance of energy access channels pose a serious threat to national security and energy security. As a big energy consuming country, on the one hand, China should deal with the increasingly severe international energy geographical situation, on the other hand, it should resolve the environmental risk of single energy channel in order to ensure the national energy security. With the development and implementation of the "Belt and Road" strategy, energy logistics will be entrusted with the task of optimizing and improving the national energy security, reserves and strategies, in order to cope with the complex situation of the international energy pattern. Based on this, this paper reviews the development of energy strategy and logistics in major countries in the world. Based on the research of scholars at home and abroad, this paper first analyzes the structure and development of energy logistics at home and abroad. This paper probes into the supply structure and development trend of energy logistics in China, and then analyzes the overall development orientation from the cooperative environment of energy logistics, the commercial ecosystem, and the overall development of energy logistics. The top-level design analyzes the strategic implication of China's energy logistics under the "Belt and Road" strategy, and studies the location of the energy reserve base by using the barycenter method and the maximum coverage model. Finally, the fuzzy comprehensive evaluation is used to further discuss the energy logistics network and spatial distribution in China. In the first chapter, the research background and significance of the spatial layout of China's energy logistics network based on "Belt and Road" strategy are systematically and detailedly expounded. This paper introduces the current situation of academic research at home and abroad, the research content and related innovation points. The second chapter introduces the experience of foreign energy security and energy logistics management system, and analyzes the basic situation and optimization of China's energy supply structure. In the third chapter, the energy cooperation environment under "Belt and Road" strategy is discussed, and the location of energy reserve base is studied by using the barycenter method and the maximum coverage model. This paper probes into the strategic implication of energy logistics in China and its deep conception. In the fourth chapter, through the fuzzy comprehensive evaluation of the existing energy reserve bases in the seven economic zones, the network and spatial distribution of the energy reserve bases are optimized, and the energy supply structure is adjusted.
