【摘要】：PPP模式是在當(dāng)代與時(shí)俱進(jìn)的融資模式,PPP項(xiàng)目逐漸增多,與傳統(tǒng)工程項(xiàng)目相比更加高效安全,PPP模式在我國(guó)大江南北流行開(kāi)來(lái)。伴隨著中國(guó)對(duì)一帶一路沿線國(guó)家投資規(guī)模的不斷擴(kuò)大,政府資金支持不斷加強(qiáng),不難預(yù)測(cè)未來(lái)會(huì)有越來(lái)越多的中國(guó)企業(yè)將在一帶一路地區(qū)投資,這其中基礎(chǔ)設(shè)施領(lǐng)域尤為關(guān)鍵,隨著法律法規(guī)的逐步完善,PPP項(xiàng)目必將成為未來(lái)中國(guó)經(jīng)濟(jì)發(fā)展的重點(diǎn)。PPP項(xiàng)目類(lèi)型很多,大致分為外包、特許經(jīng)營(yíng)和私有化三類(lèi),一般通過(guò)政府公開(kāi)招標(biāo)或競(jìng)爭(zhēng)性談判等方式進(jìn)行項(xiàng)目的采購(gòu)�，F(xiàn)階段我國(guó)PPP模式發(fā)展尚處于起步階段,在運(yùn)作流程中存在很多不規(guī)范之處,所以在其審批、建設(shè)、運(yùn)營(yíng)過(guò)程中存在大量的風(fēng)險(xiǎn)因素。PPP模式走在時(shí)代的前端,故對(duì)其項(xiàng)目工程的風(fēng)險(xiǎn)評(píng)價(jià)顯得尤為重要。本文在國(guó)內(nèi)外PPP模式風(fēng)險(xiǎn)研究的基礎(chǔ)上,結(jié)合風(fēng)險(xiǎn)評(píng)價(jià)相關(guān)理論提出了基于政治風(fēng)險(xiǎn)、法律風(fēng)險(xiǎn)、金融風(fēng)險(xiǎn)、建設(shè)風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)的PPP項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)框架,進(jìn)而構(gòu)建了PPP項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,運(yùn)用BP神經(jīng)網(wǎng)絡(luò)模型計(jì)算風(fēng)險(xiǎn)綜合指數(shù),加之實(shí)際案例的論證,對(duì)模型的有效性進(jìn)行檢驗(yàn),最后提出了為保證PPP項(xiàng)目能良好實(shí)施的政策建議。
[Abstract]:The PPP model is a financing mode that keeps pace with the times. Compared with the traditional engineering projects, the PPP model is more efficient and safer than the traditional one. It is popular in the north and south of China. With the continuous expansion of China's investment in countries along the Belt and Road route and the continuous strengthening of government financial support, it is not difficult to predict that more and more Chinese enterprises will invest in the Belt and Road region in the future, especially in the field of infrastructure. With the gradual improvement of laws and regulations, the PPP project will become the focus of China's economic development in the future. There are many types of PPP projects, which are roughly divided into three categories: outsourcing, franchise and privatization. Procurement of projects is generally carried out by means of open government tenders or competitive negotiations. At present, the development of PPP mode in our country is still in the initial stage, and there are a lot of irregularities in the operation process, so there are a large number of risk factors in the process of approval, construction and operation. Therefore, the risk evaluation of its project is particularly important. Based on the research of PPP model risk at home and abroad, this paper puts forward the risk evaluation framework of PPP project based on political risk, legal risk, financial risk, construction risk and market risk. Furthermore, the index system of PPP project risk evaluation is constructed, and the BP neural network model is used to calculate the risk synthesis index. The validity of the model is tested by the demonstration of actual cases. Finally, some policy suggestions are put forward to ensure the good implementation of PPP project.
