【摘要】：氣候變化作為當(dāng)前全球面臨的最大環(huán)境風(fēng)險,關(guān)乎人類生存和可持續(xù)發(fā)展,需要在全球范圍內(nèi)合作。促進環(huán)境友好技術(shù)在世界范圍內(nèi)的普及和應(yīng)用成為解決氣候風(fēng)險問題的根本途徑,但環(huán)境友好技術(shù)存在難以轉(zhuǎn)讓到發(fā)展中國家的困境。作為里程碑意義的多邊氣候談判的公約成果,《巴黎協(xié)定》將推廣與應(yīng)用環(huán)境友好技術(shù)作為實現(xiàn)其目標(biāo)的必要條件,在實踐中通過體制轉(zhuǎn)移,將環(huán)境友好技術(shù)轉(zhuǎn)讓置于多邊氣候談判中予以解決。作為負(fù)責(zé)任的大國,中國將繼續(xù)積極參與多邊氣候談判、根據(jù)本國承擔(dān)的國際責(zé)任進行相應(yīng)國內(nèi)法的修改,通過"一帶一路"戰(zhàn)略作為環(huán)境友好技術(shù)轉(zhuǎn)讓"南南合作"的紐帶,共建綠色發(fā)展之路。
[Abstract]:Climate change, as the biggest environmental risk facing the world, is related to the survival and sustainable development of human beings. Promoting the popularization and application of environment-friendly technology in the world is the fundamental way to solve the problem of climate risk. However, it is difficult to transfer environment-friendly technology to developing countries. As the outcome of the landmark multilateral climate negotiations, the Paris Accords make the promotion and application of environmentally friendly technologies a sine qua non for the achievement of its objectives through institutional transfer in practice, Environmental friendly technology transfer should be settled in multilateral climate negotiations. As a responsible big country, China will continue to actively participate in multilateral climate negotiations, revise corresponding domestic laws in accordance with its international responsibilities, and adopt the "Belt and Road" strategy as a link for "South-South cooperation" in the transfer of environmentally friendly technology. Build the road of green development together.
