【摘要】：當前,由于各國利益博弈、現(xiàn)實技術水平與成本約束、治理資金短缺與技術轉移困難及治理機制的激勵約束力不足等原因,使得全球氣候治理困難重重。本研究認為,應對當前治理困境,需加快低碳技術的研發(fā)推廣、完善全球氣候治理機制、推進碳匯交易,并構建與現(xiàn)有國際機制的關聯(lián)機制;同時,隨著國際社會對治理必要性、緊迫性的逐步認同與聯(lián)合一致行動,以及全球化深入發(fā)展與"一帶一路"建設所帶來的新機遇,《巴黎協(xié)定》的執(zhí)行依然值得期待。
[Abstract]:At present, because of the benefit game of each country, the restriction of real technology level and cost, the shortage of capital and the difficulty of technology transfer, and the lack of incentive and binding force of governance mechanism, the global climate governance is very difficult. In this study, we need to speed up the research and development of low-carbon technologies, improve the global climate governance mechanism, promote carbon sink trading, and build a related mechanism with the existing international mechanisms to deal with the current governance dilemma. With the international community's recognition of the necessity of governance, the urgent and concerted action, and the new opportunities brought by the further development of globalization and the construction of "Belt and Road", the implementation of the Paris Accord is still worth looking forward to.
