【摘要】：整體外交是大國(guó)以多邊組織和多邊機(jī)制為平臺(tái),推動(dòng)與利益攸關(guān)群體進(jìn)行整體合作的一種外交范式。中國(guó)對(duì)中東國(guó)家的整體外交大致可分為四種類型:雙邊合作型("1+N")、主動(dòng)接觸型("N+1")、地區(qū)互動(dòng)型("1+N+X")和全球磋商型("X+X")。中國(guó)對(duì)中東的整體外交成為中國(guó)與發(fā)展中國(guó)家群體開展全方位合作、運(yùn)籌與大國(guó)關(guān)系、推動(dòng)中東國(guó)家利益共同體建設(shè)的重要平臺(tái),體現(xiàn)出重進(jìn)程輕制度、重官方輕民間、重經(jīng)濟(jì)輕安全、重微觀輕宏觀、重中央輕地方的特點(diǎn)。作為"一帶一路"倡議在中東推廣的重要手段,新時(shí)期中國(guó)對(duì)中東國(guó)家的整體外交既要重視中國(guó)參與的多邊組織,也要重視既有的雙邊伙伴關(guān)系網(wǎng),同時(shí)還應(yīng)發(fā)揮中國(guó)外交優(yōu)勢(shì)資源。在整體外交推進(jìn)過(guò)程中,中國(guó)應(yīng)增強(qiáng)話語(yǔ)權(quán),多渠道推動(dòng)中國(guó)與中東建立更加密切的伙伴關(guān)系。
[Abstract]:Overall diplomacy is a diplomatic paradigm in which the major countries promote the overall cooperation with the stakeholder groups on the platform of multilateral organizations and multilateral mechanisms. China's overall diplomacy towards Middle East countries can be divided into four types: bilateral cooperation ("1N"), active contact ("N"), regional interaction ("1N X") and global consultation ("X X"). China's overall diplomacy towards the Middle East has become an important platform for China to carry out all-round cooperation with the group of developing countries, develop relations with major countries, promote the construction of the Middle East national interest community, and put emphasis on the process over the system, and on the government over the private sector. Emphasis on the economy and safety, the micro-light macro, the central light of the characteristics of the local. As an important means of promoting the "Belt and Road" initiative in the Middle East, China's overall diplomacy towards the Middle East countries in the new era should not only attach importance to the multilateral organizations in which China participates, but also to the existing bilateral partnership network. At the same time, we should give full play to China's superior diplomatic resources. In the process of overall diplomatic advancement, China should strengthen its voice and promote a closer partnership between China and the Middle East through various channels.
