【摘要】：我國設(shè)立的自貿(mào)區(qū)本質(zhì)上是以更大的開放促進更深入的改革。上海、廣東、天津和福建四大自貿(mào)區(qū)在戰(zhàn)略定位上各有側(cè)重。上海自貿(mào)區(qū)重在金融創(chuàng)新和科技創(chuàng)新以及推動長三角乃至長江經(jīng)濟帶協(xié)同發(fā)展;廣東自貿(mào)區(qū)以制度創(chuàng)新為核心,促進內(nèi)地與港澳經(jīng)濟深度融合;天津自貿(mào)區(qū)承擔著貫徹落實京津冀協(xié)同發(fā)展國家戰(zhàn)略的重任;福建自貿(mào)區(qū)以"對臺灣開放"和"全面合作"為方向,進一步深化兩岸經(jīng)濟合作。對于自貿(mào)區(qū)的未來發(fā)展,我們建議在國家層面成立強有力的協(xié)調(diào)機構(gòu),盡快制定《中國自由貿(mào)易區(qū)促進法》,與"一帶一路"戰(zhàn)略緊密對接,進一步推動行政管理體制改革,深化金融體制改革。
[Abstract]:The FTAs established in China essentially promote deeper reform with greater openness. Shanghai, Guangdong, Tianjin and Fujian four FTAs have their own strategic orientation. The Shanghai Free Trade Zone focuses on financial innovation and scientific and technological innovation and promotes the coordinated development of the Yangtze River Delta and even the Yangtze River Economic Zone, while the Guangdong Free Trade Zone takes institutional innovation as the core to promote the deep integration of the mainland, Hong Kong and Macao. Tianjin Free Trade Zone is shouldering the important task of carrying out the national strategy of Beijing, Tianjin and Hebei coordinated development, and Fujian Free Trade Zone takes "opening to Taiwan" and "all-round cooperation" as the direction to further deepen cross-strait economic cooperation. With regard to the future development of the Free Trade area, we propose to set up a strong coordinating body at the national level to formulate as soon as possible the Law on the Promotion of China's Free Trade area, to closely tie in with the strategy of "Belt and Road", and to further promote the reform of the administrative system. We will deepen the reform of the financial system.
