【摘要】：2016年以來,世界經(jīng)濟(jì)仍處于危機(jī)后的深度調(diào)整階段,結(jié)構(gòu)性和周期性問題相互交織,不確定不穩(wěn)定因素增多,總體呈增長低、通貨膨脹低、貿(mào)易與投資增速低、負(fù)債高的“三低一高”局面,貿(mào)易保護(hù)主義愈演愈烈。國內(nèi)經(jīng)濟(jì)增速放緩,貿(mào)易環(huán)境復(fù)雜嚴(yán)峻,外貿(mào)發(fā)展面臨新問題。國務(wù)院常務(wù)會(huì)議中指出,將口岸的通關(guān)便利化作為促進(jìn)外貿(mào)穩(wěn)定發(fā)展的主要內(nèi)容,必須加強(qiáng)和改進(jìn)口岸工作,營造便利高效、公正透明的通關(guān)環(huán)境。會(huì)議確定在現(xiàn)有基礎(chǔ)上再取消和下放一批涉及口岸通關(guān)及進(jìn)出口環(huán)節(jié)的審批事項(xiàng),簡化必要的審批程序、明確標(biāo)準(zhǔn),承諾辦結(jié)時(shí)限,口岸通關(guān)便利化重要性不言而喻。云南位于我國西南部,是與緬甸、老撾、越南三國毗鄰的邊境省份,有著明顯的區(qū)位優(yōu)勢(shì),云南省已然成為我國內(nèi)地與東南亞相互聯(lián)通的重要通道。在這樣一個(gè)有著天然的地緣優(yōu)勢(shì)且物產(chǎn)多樣的西南省份,研究口岸通關(guān)便利化對(duì)于云南省以及同東盟國家實(shí)現(xiàn)互聯(lián)互通合作發(fā)展都有著極其重要且獨(dú)特的意義。伴隨著國家“一帶一路”的發(fā)展契機(jī)和通關(guān)一體化改革的良好背景下,云南省更要把握機(jī)會(huì),積極提高口岸通關(guān)便利化水平。本文首先整理歸納了貿(mào)易便利化和口岸通關(guān)便利化的內(nèi)涵及有關(guān)貿(mào)易理論,并闡述這些理論對(duì)于云南省口岸通關(guān)便利化的指導(dǎo)作用,為云南省口岸通關(guān)便利化發(fā)展提供了理論依據(jù)。其次,本文系統(tǒng)地梳理了云南省國家級(jí)口岸通關(guān)便利化發(fā)展的現(xiàn)狀與問題。再次,采用定量分析和定性分析相結(jié)合的方法,運(yùn)用層次分析法得出通關(guān)便利化影響因素及權(quán)重,并構(gòu)建口岸通關(guān)便利化測(cè)評(píng)指標(biāo)體系,對(duì)越南、老撾和緬甸三國進(jìn)行檢驗(yàn),得到了越老緬三國的通關(guān)水平均不便利的結(jié)論。最后,針對(duì)上文分析的云南省國家級(jí)陸路口岸通關(guān)便利化發(fā)展中存在的問題和實(shí)證結(jié)果,著重從口岸綜合管理和口岸通關(guān)服務(wù)模式兩方面提出解決云南國家級(jí)陸路口岸通關(guān)便利化問題,有針對(duì)性地提出指導(dǎo)云南國家級(jí)陸路口岸通關(guān)便利化進(jìn)一步發(fā)展的對(duì)策研究。
[Abstract]:Since 2016, the world economy has remained in the post-crisis period of deep adjustment, with structural and cyclical problems intertwined, increasing uncertainty and instability, low overall growth, low inflation and low growth rates of trade and investment. High debt of the "three low and one high" situation, trade protectionism intensified. The domestic economic growth rate slows, the trade environment is complex austere, the foreign trade development faces the new question. At the executive meeting of the State Council, it was pointed out that the facilitation of customs clearance at ports as the main content of promoting the stable development of foreign trade must be strengthened and improved to create a convenient, efficient, fair and transparent customs clearance environment. The meeting decided to cancel and devolve on the existing basis a number of examination and approval items involving port customs clearance and import and export links, simplify the necessary examination and approval procedures, clarify the criteria, and commit to the completion of the time limit. The importance of facilitating port customs clearance is self-evident. Yunnan is located in the southwest of China and is a border province adjacent to Myanmar Laos and Vietnam. Yunnan Province has become an important channel for China's inland and Southeast Asia to connect with each other. In such a southwest province with natural geographical advantages and diverse products, it is very important and unique for Yunnan Province and ASEAN countries to study the facilitation of port customs clearance. With the development opportunity of "Belt and Road" and the good background of the integration reform of customs clearance, Yunnan Province should seize the opportunity and actively improve the level of customs clearance facilitation. This paper first summarizes the connotation and related trade theories of trade facilitation and port clearance facilitation, and expounds the guiding role of these theories for the facilitation of customs clearance in Yunnan Province. It provides a theoretical basis for the development of customs clearance facilitation in Yunnan Province. Secondly, this paper systematically combs the present situation and problems of the facilitation development of Yunnan state-level port clearance. Thirdly, by using the method of quantitative analysis and qualitative analysis, the influence factors and weights of customs clearance facilitation are obtained by AHP, and the evaluation index system of port clearance facilitation is constructed to examine the three countries of Vietnam, Laos and Myanmar. The conclusion is that the customs clearance level of the three countries is not convenient. Finally, in view of the problems and empirical results in the development of customs clearance facilitation at the national land ports in Yunnan Province as analyzed above, This paper puts forward the solution to the problem of customs clearance facilitation in Yunnan national land ports from two aspects: the comprehensive management of ports and the mode of customs service, and puts forward the countermeasures to guide the further development of customs clearance facilitation at Yunnan national land ports.
