【摘要】：2013年,習(xí)近平總書記提出“一帶一路”戰(zhàn)略,即“絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”戰(zhàn)略簡稱,這是推動中國與有關(guān)國家在現(xiàn)有的多邊合作機(jī)制,區(qū)域合作的有效平臺。陸上絲綢之路經(jīng)濟(jì)帶確定吉林省為重要建設(shè)節(jié)點(diǎn),劃定“琿春--吉林--長春--滿洲里--俄羅斯---歐洲”為陸上絲綢之路的北線,吉林省的戰(zhàn)略地位已發(fā)展成為建成東北亞開發(fā)開放的重要窗口,長吉圖開發(fā)開放先導(dǎo)區(qū)身為東北亞區(qū)域的焦點(diǎn)和經(jīng)濟(jì)新增長極,充分利用國家級頂層戰(zhàn)略“一帶一路”政策指導(dǎo),發(fā)現(xiàn)適合長吉圖區(qū)域的提升路徑,為區(qū)域經(jīng)濟(jì)快速增長及整體競爭力的提升提供理論基礎(chǔ)。本文主要研究“一帶一路”戰(zhàn)略下長吉圖區(qū)域物流能力評價及提升對策研究。首先,通過分析“一帶一路”戰(zhàn)略和長吉圖開發(fā)開放戰(zhàn)略的關(guān)系,發(fā)現(xiàn)二者的相似性和差異性,解釋說明“一帶一路”戰(zhàn)略對長吉圖區(qū)域發(fā)展的影響和指導(dǎo)性。其次,依據(jù)“一帶一路”戰(zhàn)略的合作重點(diǎn),即政策溝通、道路聯(lián)通、貿(mào)易暢通、貨幣流通和民心相通五個方面確定“一帶一路”戰(zhàn)略影響下區(qū)域物流能力評價指標(biāo)體系。再次,構(gòu)建主成分分析評價模型,確定主成分因子建立綜合的評價函數(shù),從整體上分析“一帶一路”戰(zhàn)略影響下長吉圖區(qū)域物流能力現(xiàn)狀和影響因素。最后,利用因子旋轉(zhuǎn)篩選主成分區(qū)域物流能力評價指標(biāo),利用TOPDIS方法計(jì)算全部長吉圖區(qū)域物流能力指標(biāo)提升潛力空間,探究“一帶一路”戰(zhàn)略影響下的長吉圖區(qū)域物流能力提升路徑。本文旨在為長吉圖區(qū)域經(jīng)濟(jì)快速增長及整體競爭力的提升提供理論基礎(chǔ),同時提出文章的不足及未來展望。
[Abstract]:In 2013, General Secretary Belt and Road put forward the "Belt and Road" strategy, namely the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" strategy, which is to promote the existing multilateral cooperation mechanism between China and relevant countries. An effective platform for regional cooperation. The onshore Silk Road Economic Belt identified Jilin Province as an important construction node and designated "Hunchun-Jilin-Changchun-Changchun-Manchuria-Russia-Europe" as the northern line of the land Silk Road. The strategic position of Jilin Province has developed into an important window for the development and opening up of Northeast Asia. The Changji Tu Development and opening Pioneer area is the focus of the Northeast Asian region and the new economic growth pole. Under the guidance of "Belt and Road", a national top-level strategy, this paper finds out the promotion path suitable for Changjitu region, and provides a theoretical basis for the rapid growth of regional economy and the promotion of the overall competitiveness of the region. This paper mainly studies the evaluation of regional logistics capability of Changji-tu and its countermeasures under Belt and Road's strategy. First of all, by analyzing the relationship between "Belt and Road" strategy and Chang-Jitu 's opening strategy, the author finds out the similarities and differences between the two strategies, and explains the influence and guidance of "Belt and Road" strategy on the development of Changjitu region. Secondly, according to the cooperation focus of Belt and Road strategy, that is, policy communication, road connection, smooth trade, currency circulation and popular sentiment, the evaluation index system of regional logistics capability under the influence of the strategy of "Belt and Road" is determined. Thirdly, the evaluation model of principal component analysis (PCA) is constructed, and the comprehensive evaluation function is established to analyze the current situation and influencing factors of regional logistics capability of Changjitu under the influence of "Belt and Road" strategy. Finally, the evaluation index of regional logistics capability of principal component is selected by factor rotation, and the potential space of regional logistics capability index of Changjitu is calculated by TOPDIS method. Explore the "Belt and Road" strategy under the influence of the Changji-tu regional logistics capacity improvement path. The purpose of this paper is to provide a theoretical basis for the rapid economic growth and the promotion of the overall competitiveness of the Changjitu region, and at the same time, to put forward the shortcomings of the article and its future prospects.
