【摘要】："一帶一路"建設(shè)為來華留學(xué)教育發(fā)展帶來了新契機,同時賦予來華留學(xué)教育新的歷史使命。當前,我國來華留學(xué)教育在規(guī)模、學(xué)歷結(jié)構(gòu)和獎學(xué)金生等方面都取得了長足的發(fā)展,與"一帶一路"沿線國家經(jīng)貿(mào)往來日益密切、多樣化的人才需求、國家政策的全力支持為來華留學(xué)教育提供了新機遇,同時也面臨著來華留學(xué)規(guī)模尚需擴大、結(jié)構(gòu)亟需優(yōu)化、資助力度有待加大、人才培養(yǎng)與"五通"建設(shè)需求尚未有效對接等方面的挑戰(zhàn)。對此,應(yīng)從國家和高校兩個層面履行"一帶一路"賦予來華留學(xué)教育的新使命。國家層面應(yīng)深入摸底調(diào)查,增強來華留學(xué)教育針對性;加強頂層設(shè)計,面向沿線國家需求統(tǒng)籌謀劃;進一步提高獎學(xué)金額度,吸引優(yōu)質(zhì)生源;著力培育"一帶一路"民心相通的使者。高校層面要加大宣傳力度,擴大沿線國家來華留學(xué)生規(guī)模;面向"一帶一路"建設(shè),優(yōu)化學(xué)科專業(yè)結(jié)構(gòu);立足"五通"建設(shè)需求,多樣化培養(yǎng)人才;全面提升來華留學(xué)質(zhì)量,助力"雙一流"建設(shè)。
[Abstract]:The construction of Belt and Road brings a new opportunity for the development of the education of studying abroad in China, and at the same time endows it with a new historical mission. At present, China's education to study in China has made considerable progress in terms of its scale, educational background structure and scholarship students, and its economic and trade ties with countries along the route of "Belt and Road" are becoming closer and closer, with diversified talent needs. The full support of the national policy provides a new opportunity for studying abroad education in China. At the same time, it faces the need to expand the scale of studying abroad in China, the structure needs to be optimized, and the funding needs to be increased. Talent training and "five links" construction needs have not yet effectively connected with the challenges. Therefore, it is necessary to fulfill the new mission entrusted by Belt and Road to study abroad in China from the two levels of state and university. At the national level, we should make a thorough investigation to enhance the pertinence of studying abroad education in China, strengthen the top-level design, plan as a whole for the needs of the countries along the line, further increase the amount of scholarships and attract high quality students. Strive to cultivate "Belt and Road" the people's hearts of the emissary. Colleges and universities should step up publicity efforts to expand the scale of foreign students from countries along the route, optimize the structure of disciplines and specialties in the construction of "Belt and Road", diversify the training of talents based on the needs of the "five links" construction, and comprehensively improve the quality of studying abroad in China. To help the construction of "double-class".
