【摘要】：中國援外要以"一帶一路"為契機(jī),帶動(dòng)中亞國家共同打造"絲綢之路經(jīng)濟(jì)帶"的物質(zhì)根基、安全根基和社會(huì)根基。近年來,對(duì)外經(jīng)濟(jì)援助效益的有限性在中亞地區(qū)逐漸凸顯出來,中國以經(jīng)濟(jì)為主的援助手段難以給"絲綢之路經(jīng)濟(jì)帶"建設(shè)帶來足夠的政治和安全保障。中國援外應(yīng)當(dāng)制定國別援助計(jì)劃,推動(dòng)哈薩克斯坦"光明之路"計(jì)劃與"一帶一路"進(jìn)行戰(zhàn)略對(duì)接,支持烏茲別克斯坦提出與"一帶一路"相對(duì)接的國內(nèi)發(fā)展規(guī)劃,增強(qiáng)對(duì)中亞其他國家的政策引領(lǐng)和援助合作力度。
[Abstract]:China's assistance to foreign countries will take "Belt and Road" as an opportunity to bring together Central Asian countries to build the material, security and social foundations of the "Silk Road Economic Belt." in recent years, The limitation of the benefits of foreign economic assistance has gradually become apparent in Central Asia. China's economy-oriented aid means are difficult to bring enough political and security guarantees to the construction of the Silk Road Economic Belt. China should draw up a national aid plan for foreign aid. To push Kazakhstan's "bright road" plan to carry out strategic docking with "Belt and Road" and to support Uzbekistan's domestic development plan of docking with "Belt and Road," Strengthen policy guidance and aid cooperation to other Central Asian countries.
