【摘要】：在經(jīng)濟全球化和貿(mào)易自由化以及國家深化改革的政策帶動下,琿春出口加工區(qū)整合優(yōu)化為琿春綜合保稅區(qū),是經(jīng)濟發(fā)展的迫切需求和必然趨勢,是轉(zhuǎn)變經(jīng)濟發(fā)展方式的現(xiàn)實需要,也是積極應對金融環(huán)境風險的有效路徑。目前琿春正步入歷史發(fā)展的新階段,琿春出口加工區(qū)將全面融入"一帶一路"戰(zhàn)略,以西部大開發(fā)、振興東北地區(qū)老工業(yè)基地等優(yōu)惠政策為主導,"國際合作"、"沿邊開放"新機遇,利用轉(zhuǎn)型為綜合保稅區(qū)的機遇,要不斷發(fā)揮特殊監(jiān)管區(qū)域政策優(yōu)勢,培育優(yōu)勢加工區(qū)主導產(chǎn)業(yè),不斷加快外向型經(jīng)濟發(fā)展。為此,已具備優(yōu)先發(fā)展條件的琿春出口加工區(qū),通過向綜合保稅區(qū)的轉(zhuǎn)型,不斷加強政治經(jīng)濟領域的合作交流,提高各方面的特殊配套措施,使經(jīng)濟結(jié)構更加合理,提升產(chǎn)業(yè)軟實力達到平穩(wěn)上升的發(fā)展趨勢。充分發(fā)揮區(qū)域功能和發(fā)展?jié)摿?不斷加快推動區(qū)域經(jīng)濟發(fā)展方式轉(zhuǎn)變,在嶄新的歷史階段中實現(xiàn)突破性發(fā)展。本文在基于保稅區(qū)的理論模式,借鑒中國綜合保稅區(qū)發(fā)展的典型成功經(jīng)驗,闡述琿春出口加工區(qū)的目前發(fā)展概況,通過分析向琿春綜合保稅區(qū)的轉(zhuǎn)型必要性和轉(zhuǎn)型可行性,對琿春出口加工區(qū)進行轉(zhuǎn)型定位和創(chuàng)新研究,并提出轉(zhuǎn)型對策建議,全面不斷提升區(qū)域經(jīng)濟效能,加快帶動東北亞國際經(jīng)濟發(fā)展。
[Abstract]:Driven by the policies of economic globalization, trade liberalization and the deepening reform of the state, the integration and optimization of the Hunchun Export processing Zone into the Hunchun Comprehensive Free Trade Zone is an urgent need and an inevitable trend of economic development. It is a realistic need to change the mode of economic development and an effective way to actively deal with the risks of the financial environment. At present, Hunchun is entering a new stage of historical development. The Hunchun Export processing Zone will be fully integrated into the strategy of "Belt and Road" to develop the western region on a large scale. The preferential policies of revitalizing the old industrial bases in Northeast China, leading by the new opportunities of "international cooperation" and "opening up along the border," and taking advantage of the opportunity of transforming into a comprehensive bonded zone, should constantly bring into play the advantages of special supervision and regional policies, and foster the dominant industries of the superior processing zones. For this reason, Hunchun Export processing Zone, which already has priority conditions for development, continuously strengthens cooperation and exchanges in the political and economic fields through the transition to a comprehensive bonded zone, and raises special matching measures in all fields. To make the economic structure more reasonable, to upgrade the soft power of the industry to achieve a steady rise in development trend, to give full play to the regional functions and development potential, and to continuously accelerate the transformation of the mode of regional economic development. In this paper, based on the theory model of bonded area and the typical successful experience of the development of China's comprehensive bonded zone, this paper expounds the present development situation of Hunchun Export processing Zone. Based on the analysis of the necessity and feasibility of the transformation to Hunchun Comprehensive bonded Zone, this paper makes a study on the transformation orientation and innovation of Hunchun Export processing Zone, and puts forward some countermeasures and suggestions to improve the efficiency of regional economy in an all-round way. Speed up the development of international economy in Northeast Asia.
