【摘要】：大圖們倡議(GTI)2005年之前稱之為圖們江區(qū)域開發(fā)項(xiàng)目(GRADP),自該機(jī)制建立以來,作為聯(lián)合國開發(fā)計劃署(UNDP)原主導(dǎo)、現(xiàn)支持的項(xiàng)目,在基礎(chǔ)搭建、國家關(guān)系協(xié)調(diào)以及地區(qū)經(jīng)濟(jì)發(fā)展中取得了一定的成績。隨著中韓自貿(mào)協(xié)定的簽訂、俄羅斯遠(yuǎn)東計劃的實(shí)施以及蒙古國草原之路的暢想和我國一帶一路構(gòu)想規(guī)劃戰(zhàn)略的實(shí)施,給GTI帶來了很好的發(fā)展前景。廣西東盟、云南湄公河等次區(qū)域合作的成功范例,在經(jīng)濟(jì)領(lǐng)域、社會多元治理等方面的合作為GTI發(fā)展提供了很好的借鑒。地方政府作為次區(qū)域合作的主體,在合作中發(fā)揮著十分重要的作用。次區(qū)域的研究對地方政府的主體地位給予了一定的肯定。也有學(xué)者將研究的視角集中在地方政府在次區(qū)域合作發(fā)展中的戰(zhàn)略制定,并提出了一定的政策性意見。然而針對一個地方政府做實(shí)證分析,對其應(yīng)承擔(dān)的責(zé)任和發(fā)揮的職能作用予以關(guān)注,研究其中存在的問題和原因,并提出對策的案例尚未發(fā)現(xiàn)。因此,本文以阿爾山市為研究范本,對阿爾山市在參與GTI合作及其中蒙大通道構(gòu)建的作用進(jìn)行關(guān)注,梳理阿爾山市參與大圖們倡議次區(qū)域合作基礎(chǔ)及現(xiàn)狀,分析合作中存在的問題和原因,并在此基礎(chǔ)上提出阿爾山市發(fā)揮主體作用參與GTI次區(qū)域合作的意見和建議。
[Abstract]:Before 2005, the Great Tumen Initiative (GTI) was known as the Tumen River Regional Development Project (GRADPN). Since the establishment of the mechanism, the project, which has been led by the United Nations Development Programme (UNDP) and is now being supported, has been built on a basic basis. With the signing of the Free Trade Agreement between China and South Korea, the implementation of the Russian far East Plan, the imagination of the Mongolian grassland road, and the implementation of the planning strategy of Belt and Road in China, The successful example of Guangxi ASEAN, Yunnan Mekong River and other sub-regional cooperation, in the economic field, Social pluralistic governance and other aspects of cooperation have provided a good reference for the development of GTI. Local governments as the main body of subregional cooperation, Subregional research has affirmed the main position of local government. Some scholars have focused their research on the strategic formulation of local government in the development of sub-regional cooperation. Some policy suggestions are put forward. However, an empirical analysis of a local government is made to pay close attention to its responsibilities and functions, and to study the existing problems and reasons. And the case of countermeasures has not been found. Therefore, this paper takes Alshan as the research model, and pays attention to the role of Alshan in participating in GTI cooperation and the construction of Mongolian channel. This paper reviews the basis and present situation of Alshan's participation in the Great Tumen Initiative, analyzes the problems and reasons in the process of cooperation, and puts forward some suggestions and suggestions for Alshan to play its main role in participating in the sub-regional cooperation of GTI.
