船舶安檢員勝任特征模型的構建與初步應用

【摘要】:Y市海洋經濟處于持續(xù)高速發(fā)展的階段,港口進出口貨物的吞吐量與日俱增,來往船舶眾多。船舶安檢在海事執(zhí)法工作中的重要性越來越突出,而船舶安檢員水平的高低又是做好船舶安檢的關鍵,因此建設一支熱愛船舶安檢、業(yè)務精湛的安檢人才隊伍極為重要。將人力資源管理中核心的勝任特征理論引入海事局,以勝任特征、勝任特征模型為理論基礎,以船舶安檢員為研究對象,對其勝任特征模型進行了實證性研究,旨在為船舶安檢員的培訓等人才培養(yǎng)工作提供理論參考及科學依據(jù)。首先,在戰(zhàn)略分析、工作分析、文獻分析的基礎上,通過實施團體焦點訪談法來開發(fā)船舶安檢員勝任特征編碼詞典;然后在Y市及周邊地區(qū)對30名船舶安檢員進行行為事件訪談,將訪談文本編碼,運用SPSS19.0對高、低績效組船舶安檢員勝任特征的最高等級分數(shù)和平均等級分數(shù)進行獨立樣本T檢驗,提取出了績效優(yōu)秀組和績效一般組具有顯著差異的勝任特征,并繼續(xù)訪談18名船舶安檢員,對模型進行驗證;最后確定了A、B兩個等級的船舶安檢員所需具備的鑒別性勝任特征的標準線,據(jù)此對Y海事局現(xiàn)有船舶安檢隊伍現(xiàn)狀進行評估,并根據(jù)評估結果,探索出一套基于勝任特征模型的船舶安檢員培訓體系。研究得到如下結果:(1)勝任特征編碼詞典是開發(fā)和應用勝任特征模型的重要前提。在戰(zhàn)略分析、工作分析、文獻分析的基礎上,通過實施團體焦點訪談法開發(fā)了船舶安檢員勝任特征編碼詞典,共22個勝任特征項,對每個特征項的定義和行為等級進行了描述。(2)船舶安檢員勝任特征模型由12項基準性勝任特征和10項鑒別性勝任特征組成。基準性勝任特征包括:敬業(yè)、溝通能力、自我完善、跟蹤鉆研、安全意識、工作認知、責任心、充分準備、身體素質、安檢專業(yè)知識、工作嚴謹性、尊重他人;鑒別性勝任特征包括:學習領悟、專業(yè)判斷、成就導向、實踐經驗、整合與提煉、內激勵、理智冷靜、形象管理、職業(yè)紀律、權威感。(3)A、B兩級船舶安檢員均需重點加強實踐經驗、整合與提煉、形象管理三方面的培養(yǎng),同時A級船舶安檢員還應提高專業(yè)判斷、職業(yè)紀律方面的職業(yè)素養(yǎng)。
[Abstract]:The marine economy of Y city is in the stage of sustained and high-speed development, the throughput of port import and export cargo is increasing with each passing day, and there are many ships coming and going. The importance of ship security inspection in maritime law enforcement work is becoming more and more prominent. And the level of ship security inspector is the key to do a good job of ship security inspection, so build a love ship security inspection. The core competency theory of human resource management is introduced into the maritime bureau, which takes competency and competency model as the theoretical basis, and takes the ship security inspector as the research object. In order to provide theoretical reference and scientific basis for the training of marine security inspectors, this paper makes an empirical study on its competency model. Firstly, on the basis of strategic analysis, job analysis and literature analysis. Through the implementation of group focus interview method to develop the ship security inspectors competency code dictionary; Then in Y City and the surrounding areas of 30 ship security inspectors conduct an event interview, the interview text code, using SPSS19.0 to Gao. The highest grade score and average grade score of ship security inspector competency in low performance group were tested by independent sample T test, and the competency characteristics of excellent performance group and general performance group were extracted. And continue to interview 18 ship security inspectors to verify the model; Finally, the standard line of discriminative competency for the ship security inspectors of two grades AHB is determined. Based on this, the present situation of the existing ship security inspection team of the Y Marine Bureau is evaluated and the results are based on the evaluation results. This paper explores a training system of ship security inspectors based on competency model. The following results are obtained: 1) competency coding dictionary is an important prerequisite for the development and application of competency model. On the basis of work analysis and literature analysis, a dictionary of competency coding for ship security inspectors is developed through the implementation of group focus interview, with a total of 22 competency items. A description of the definition and level of behavior of each feature. The competency model of ship security inspector is composed of 12 benchmark competency and 10 discriminant competency. The benchmark competency includes: engagement. Communication skills, self-improvement, follow up, safety awareness, job awareness, responsibility, adequate preparation, physical fitness, security professional knowledge, rigorous work, respect for others; Differentiated competencies include: learning comprehension, professional judgment, achievement orientation, practical experience, integration and refining, internal motivation, rational and calm, image management, professional discipline, authority. It is necessary to strengthen the training of practical experience, integration and refinement, and image management for both class B ship safety inspectors. At the same time, class A ship security inspectors should also improve their professional quality in terms of professional judgment and professional discipline.
