【摘要】：什么因素驅(qū)動著城市增長發(fā)展呢?經(jīng)典理論認(rèn)為,土地、勞動力、資金和管理等推動經(jīng)濟(jì)增長與人口流動,影響消費(fèi)行為與居住模式。但城市發(fā)展的人力資本模式則認(rèn)為,促進(jìn)城市迅速增長的重要原因已不是土地和資本存量的增加,而是人技能的提高與知識積累。在此基礎(chǔ)上,最近十年,一種全新的城市發(fā)展模式在美國被提了出來,即創(chuàng)意階層模式。該理論認(rèn)為,在知識經(jīng)濟(jì)時(shí)代,創(chuàng)意階層是城市增長發(fā)展的重要資源,是城市之間競爭的制勝關(guān)鍵。但是,該理論并沒有解決好"如何吸引聚集創(chuàng)意階層"這個(gè)問題。隨后,新芝加哥學(xué)派提出了場景理論,該理論聚焦市民文化參與對城市增長發(fā)展的影響。他們認(rèn)為,由便利設(shè)施為導(dǎo)向的公共物品集合形同不同場景,以及場景中蘊(yùn)含的文化價(jià)值觀與生活方式對不同人群產(chǎn)生聚集作用,從而帶來不同的城市結(jié)果。因此,本文建議,在考慮城市增長發(fā)展時(shí),城市政策不僅要考慮諸如土地、勞動力、資本和管理等要素,還應(yīng)把場景納入進(jìn)來,從價(jià)值觀、生活方式與生活質(zhì)量對人類行為的影響上,謀篇布局,推動本地區(qū)經(jīng)濟(jì)增長、人口流動以及改變其他社會進(jìn)程等。
[Abstract]:What drives urban growth? According to classical theory, land, labor, capital and management promote economic growth and population mobility, and affect consumption behavior and living mode. However, the human capital model of urban development holds that the important reason for the rapid growth of cities is not the increase of land and capital stock, but the improvement of human skills and the accumulation of knowledge. On this basis, in the last decade, a new urban development model has been proposed in the United States, that is, the creative class model. The theory holds that, in the era of knowledge economy, creative class is an important resource for urban growth and development, and the key to the success of competition among cities. However, the theory does not solve the problem of how to attract the creative class. Subsequently, the New Chicago School put forward the scene theory, which focuses on the impact of civic cultural participation on urban growth and development. They believe that the convenient facilities-oriented collection of public goods is similar to different scenes and that the cultural values and lifestyles contained in the scenes have a collective effect on different people and thus lead to different urban outcomes. Therefore, this paper suggests that when considering urban growth and development, urban policy should take into account not only factors such as land, labor, capital and management, but also the inclusion of scenarios in terms of values. In terms of the influence of lifestyle and quality of life on human behavior, it is necessary to promote regional economic growth, population mobility and other social processes.
