【摘要】：文化產(chǎn)業(yè)作為一個(gè)新興產(chǎn)業(yè)，已日益成為新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)和國(guó)民經(jīng)濟(jì)的重要支柱。中國(guó)文化產(chǎn)業(yè)具有豐富的文化資源、強(qiáng)大的市場(chǎng)需求、日益增長(zhǎng)的精神需求和政府積極支持等潛在的競(jìng)爭(zhēng)優(yōu)勢(shì)。隨著世界文化產(chǎn)業(yè)的迅猛發(fā)展，國(guó)內(nèi)外學(xué)者對(duì)文化產(chǎn)業(yè)的相關(guān)理論體系研究也逐漸深入和完善。由文化產(chǎn)業(yè)的概念界定到其基本理論體系形成，經(jīng)歷了一個(gè)漫長(zhǎng)的過(guò)程，在這個(gè)過(guò)程中有涉及到相關(guān)理論研究的，也有從宏觀政策方面對(duì)其進(jìn)行研究的，但是這些研究均是從定性的角度來(lái)把握宏觀的文化產(chǎn)業(yè)的總體發(fā)展方向，而對(duì)其具體運(yùn)作過(guò)程中的定量分析較少。本文正是基于此，針對(duì)文化產(chǎn)業(yè)追求經(jīng)濟(jì)效益和社會(huì)效益的性質(zhì)，對(duì)文化產(chǎn)業(yè)的投入產(chǎn)出的效果進(jìn)行評(píng)價(jià)。 本文主要運(yùn)用定性與定量分析相結(jié)合的方法，從文化產(chǎn)業(yè)的現(xiàn)狀分析開(kāi)始，，根據(jù)我國(guó)文化產(chǎn)業(yè)發(fā)展情況和發(fā)展特點(diǎn)，選擇國(guó)內(nèi)外發(fā)展比較成熟效率評(píng)價(jià)方法，運(yùn)用DEA方法對(duì)我國(guó)31個(gè)省市的文化產(chǎn)業(yè)投入產(chǎn)出效率進(jìn)行研究。投入指標(biāo)方面從文化資源、文化資本、人力資源的角度選取了文化產(chǎn)業(yè)主要機(jī)構(gòu)數(shù)、文化產(chǎn)業(yè)投入資本、文化產(chǎn)業(yè)從業(yè)人員數(shù)作為效率評(píng)價(jià)的投入要素，產(chǎn)出指標(biāo)選取了文化產(chǎn)業(yè)增加值和文化產(chǎn)業(yè)影響力指數(shù)，這兩個(gè)指標(biāo)分別代表了文化產(chǎn)業(yè)的經(jīng)濟(jì)效益和社會(huì)效益。基于上述方法和指標(biāo)，首先從整體方面分析了我國(guó)近幾年來(lái)整體文化產(chǎn)業(yè)的效率情況，其次在選取了2011年作為代表，分析了這一年我國(guó)文化產(chǎn)業(yè)的發(fā)展主要出現(xiàn)的問(wèn)題，并且進(jìn)行了東中西大三板塊的對(duì)比研究，最后結(jié)合不同板塊中區(qū)域的不同特點(diǎn)分析了文化產(chǎn)業(yè)的效率情況。 實(shí)證研究結(jié)果表明，我國(guó)文化產(chǎn)業(yè)效率不高，即綜合技術(shù)效率不高主要是由純技術(shù)效率和規(guī)模效率共同作用的結(jié)果，分板塊區(qū)域進(jìn)行研究發(fā)現(xiàn)西部主要屬于文化資源型區(qū)域，而中東部則更偏向于文化技術(shù)型區(qū)域。分析了各省地區(qū)文化產(chǎn)業(yè)投入產(chǎn)出效果不佳的原因，主要有資源配置不合理、投入來(lái)源單一、專業(yè)人才缺乏等，并提出了解決對(duì)策，包括完善產(chǎn)業(yè)發(fā)展政策、拓寬產(chǎn)業(yè)融資渠道、加快固有文化企業(yè)改革等。
[Abstract]:As a new industry, cultural industry has increasingly become a new economic growth point and an important pillar of the national economy. China's cultural industry has rich cultural resources, strong market demand, growing spiritual needs and active government support and other potential competitive advantages. With the rapid development of the world's cultural industry, scholars at home and abroad have gradually deepened and improved the relevant theoretical system of cultural industry. The definition from the concept of cultural industry to the formation of its basic theoretical system has gone through a long process. In this process, there are related theoretical research, but also from the macro policy to study it. However, these studies are qualitative to grasp the overall development direction of the macro cultural industry, but the quantitative analysis of its specific operation process is less. Based on this, this paper evaluates the input-output effect of cultural industry according to the nature of pursuing economic and social benefits of cultural industry. This article mainly uses the qualitative and quantitative analysis method, from the cultural industry present situation analysis, according to our country cultural industry development situation and the development characteristic, selects the domestic and foreign development relatively mature efficiency appraisal method. This paper studies the input-output efficiency of cultural industry in 31 provinces and cities of China by using DEA method. From the perspective of cultural resources, cultural capital and human resources, the paper selects the number of main institutions of cultural industry, the investment capital of cultural industry and the number of employees in cultural industry as the input elements of the efficiency evaluation from the perspective of cultural resources, cultural capital and human resources. The output index selects the cultural industry added value and the cultural industry influence index, these two indexes represent the cultural industry economic efficiency and the social benefit respectively. Based on the above methods and indicators, this paper firstly analyzes the efficiency of the whole cultural industry in China in recent years, and then selects 2011 as the representative to analyze the main problems in the development of the cultural industry in this year. Finally, the paper analyzes the efficiency of cultural industry according to the different characteristics of different regions. The empirical results show that the efficiency of Chinese cultural industry is not high, that is, the low efficiency of comprehensive technology is mainly the result of the combination of pure technical efficiency and scale efficiency. The middle and eastern regions are more inclined to cultural and technological areas. This paper analyzes the reasons for the poor input-output effect of cultural industry in various provinces and regions, including unreasonable allocation of resources, single source of input, lack of professionals, etc., and puts forward some countermeasures, including perfecting the policy of industrial development. Widen industrial financing channel, accelerate inherent culture enterprise reform and so on.
