【摘要】：改革開放以來，隨著人民物質(zhì)生活水平的提高，文化領(lǐng)域的需求正在逐步成為人民生活水平的重要判斷標(biāo)準(zhǔn)，民眾日益增長(zhǎng)的文化需求與國(guó)家的供給能力仍然存在著矛盾。 目前，在全國(guó)上下建設(shè)公共文化服務(wù)體系的大背景下，作為“娛樂之都”的長(zhǎng)沙有著得天獨(dú)厚的優(yōu)勢(shì)，但同時(shí)也面臨著一系列挑戰(zhàn)。本文，即是以長(zhǎng)沙市公共文化服務(wù)體系建設(shè)作為切入點(diǎn)，以相關(guān)的公共管理理論作為基礎(chǔ)，對(duì)長(zhǎng)沙市公共文化服務(wù)體系建設(shè)進(jìn)行了探討。長(zhǎng)沙市公共文化服務(wù)體系建設(shè)在公共文化服務(wù)設(shè)施、公共文化服務(wù)活動(dòng)、群眾主體作用的發(fā)揮等方面取得了較好的成就。但是，長(zhǎng)沙市公共文化服務(wù)體系建設(shè)中存在的公共文化服務(wù)政策法規(guī)較為滯后、經(jīng)費(fèi)不足、人員素質(zhì)不高、服務(wù)的同質(zhì)性過強(qiáng)、信息體系建設(shè)滯后等問題也是不容忽視的。究其原因，主要是政府職能定位不當(dāng)、各主體應(yīng)有的作用發(fā)揮不夠、管理體制不夠健全以及文化體制改革不夠徹底。為了增強(qiáng)長(zhǎng)沙市公共文化服務(wù)體系建設(shè)的國(guó)內(nèi)對(duì)比性，本文選取了山西省太原市與安徽省馬鞍山市作為比較對(duì)象，在介紹它們創(chuàng)建經(jīng)驗(yàn)的同時(shí)，從各主體積極性的發(fā)揮、財(cái)政投入力度及理論研究與政策規(guī)劃相結(jié)合三個(gè)方面闡釋了這兩個(gè)城市創(chuàng)建經(jīng)驗(yàn)對(duì)長(zhǎng)沙的啟示。結(jié)合長(zhǎng)沙市自身的原因與太原、馬鞍山的啟示，本文認(rèn)為應(yīng)該從科學(xué)的定位政府職能、健全公共文化服務(wù)體系建設(shè)的保障體制、健全公共文化服務(wù)體系建設(shè)的管理體制、充分發(fā)揮各主體的積極作用、加大文化體制改革的力度與強(qiáng)度等五個(gè)方面去完善長(zhǎng)沙市公共文化服務(wù)體系建設(shè)。
[Abstract]:Since the reform and opening up, with the improvement of the people's material living standard, the demand in the cultural field is gradually becoming an important criterion of the people's living standard, and there is still contradiction between the increasing cultural demand of the people and the supply ability of the country. At present, under the background of the construction of public cultural service system, Changsha, as the "entertainment capital", has its unique advantages, but it also faces a series of challenges. This paper discusses the construction of Changsha public cultural service system based on the related public management theory and the construction of Changsha public cultural service system as a starting point. The construction of public cultural service system in Changsha has made good achievements in public cultural service facilities, public cultural service activities and the exertion of the main role of the masses. However, in the construction of public cultural service system in Changsha, the policies and regulations of public cultural service are lagging behind, the funds are insufficient, the quality of personnel is not high, the homogeneity of service is too strong, and the construction of information system should not be ignored. The main reasons are the improper orientation of the government function, the insufficient function of each subject, the imperfect management system and the incomplete reform of the cultural system. In order to enhance the domestic comparison of the construction of public cultural service system in Changsha, this paper selects Taiyuan City of Shanxi Province and Ma'anshan City of Anhui Province as the objects of comparison. This paper expounds the inspiration to Changsha from the experiences of the establishment of these two cities from the three aspects of financial investment strength, theoretical research and policy planning. Combined with the reasons of Changsha and the enlightenment of Taiyuan and Ma'anshan, this paper holds that the government function should be scientifically positioned, the guarantee system for the construction of public cultural service system should be perfected, and the management system for the construction of public cultural service system should be perfected. Give full play to the positive role of the main body, increase the strength and intensity of the reform of the cultural system to improve the construction of Changsha public cultural service system.
