【摘要】：加強(qiáng)公共文化服務(wù)體系建設(shè),提供高質(zhì)量的公共文化產(chǎn)品,是保障公民文化權(quán)益,建設(shè)文化強(qiáng)國,實(shí)現(xiàn)中華民族偉大復(fù)興中國夢(mèng)的重要舉措。為了保障公民的文化權(quán)益,履行政府職能,一些地方政府開展了公共文化服務(wù)績效評(píng)估工作,但是還沒有形成以落實(shí)公民文化權(quán)益為根本的制度化的評(píng)估體系。因此,本文基于公民文化權(quán)益的視角,以全國31個(gè)省市自治區(qū)作為分析對(duì)象,對(duì)我國公共文化服務(wù)的績效評(píng)估進(jìn)行理論與實(shí)證研究。 首先,本研究對(duì)文化權(quán)益以及績效評(píng)估相關(guān)的理論與實(shí)踐進(jìn)行梳理與研究,具體在理論上包括文化權(quán)益、公共文化服務(wù)等研究評(píng)述以及新公共服務(wù)、公民權(quán)利、公共治理等相關(guān)理論,在實(shí)踐上包括英國、美國等國外以及國內(nèi)的績效評(píng)估實(shí)踐；其次,基于“投入-過程-產(chǎn)出-結(jié)果”政府績效評(píng)估的評(píng)估模型框架,結(jié)合公民文化權(quán)益的內(nèi)容構(gòu)建了公共文化服務(wù)績效評(píng)估模型；再次,在績效評(píng)估模型基礎(chǔ)上,本文通過對(duì)公共文化服務(wù)以及公民文化權(quán)益內(nèi)容的分析確立了公共文化服務(wù)績效評(píng)估的內(nèi)容,完成了公共文化服務(wù)績效評(píng)估的初步理論與指標(biāo)體系構(gòu)建。復(fù)次,為了提高指標(biāo)體系的信度與效度,本文采用隸屬度分析、相關(guān)性分析、鑒別力分析對(duì)該指標(biāo)體系進(jìn)行實(shí)證篩選,得到內(nèi)容上更為精簡、結(jié)構(gòu)上更為合理的我國公共文化服務(wù)指標(biāo)體系。最后,本文綜合利用因子分析法與層次分析法,應(yīng)用構(gòu)建的指標(biāo)體系對(duì)全國各省級(jí)地區(qū)公共文化服務(wù)狀況進(jìn)行了實(shí)證分析與描述,并且通過功效系數(shù)法、聚類分析等方法對(duì)各地區(qū)保障公民文化權(quán)益的各項(xiàng)公共文化服務(wù)的績效指數(shù)進(jìn)行比較與分析,進(jìn)而得出研究結(jié)論并提出具有針對(duì)性的對(duì)策建議。
[Abstract]:Strengthening the construction of public cultural service system and providing high-quality public cultural products is an important measure to protect the cultural rights and interests of citizens, to build a strong cultural power and to realize the great rejuvenation of Chinese Dream of the Chinese nation. In order to protect the cultural rights and interests of citizens and perform the functions of the government, some local governments have carried out the performance evaluation of public cultural services, but there has not been an institutionalized evaluation system based on the implementation of the cultural rights and interests of citizens. Therefore, based on the perspective of citizens' cultural rights and interests, this paper makes theoretical and empirical research on the performance evaluation of public cultural services in China, taking 31 provinces and autonomous regions as the object of analysis. First of all, this study combs and studies the theories and practices related to cultural rights and performance evaluation, including theoretical review of cultural rights and interests, public cultural services and new public services, civil rights, etc. In practice, the theories of public governance include the performance evaluation practices of the United Kingdom, the United States and other countries as well as at home. Secondly, the evaluation model framework based on the "input-process-output-result" government performance evaluation model. Combining the content of citizen's cultural rights and interests, this paper constructs the performance evaluation model of public cultural service. Thirdly, on the basis of the performance evaluation model, Based on the analysis of the content of public cultural service and citizen's cultural rights and interests, this paper establishes the content of public cultural service performance evaluation, and completes the preliminary theory and index system construction of public cultural service performance evaluation. Again, in order to improve the reliability and validity of the index system, this paper adopts membership analysis, correlation analysis and discriminant analysis to screen the index system. A more reasonable index system of public cultural service in China. Finally, this article synthetically uses the factor analysis method and the analytic hierarchy process, applies the constructed index system to carry on the demonstration analysis and the description to the public cultural service condition of each provincial area of the country, and through the efficiency coefficient method, Cluster analysis and other methods to ensure the cultural rights and interests of citizens in various areas of the performance index of public cultural services are compared and analyzed, and then the conclusion of the study and put forward targeted countermeasures and suggestions.
