黑龍江省發(fā)展冰雪旅游文化產(chǎn)業(yè)的政策研究
[Abstract]:Cultural industry is one of the most important industries in China in recent years. It has become an important economic growth point and the focus of international competition. The proportion of cultural industry in the economy also reflects the soft power of the country. The 12th Five-Year Plan of Heilongjiang Province clearly put forward the great strategic significance of promoting the development of cultural industry. The 14th Plenary session of the 10th Provincial Party Committee and the "Government work report" in 2011 proposed the construction of "eight major economic zones" and the implementation of "ten major projects." It is pointed out that the ice and snow tourism cultural industry is an important part of the cultural industry, and the determination to develop the ice and snow tourism culture industry under the support of national policies is clarified. By optimizing the pace of adjustment of the industrial structure of the ice and snow tourism and culture industry of Heilongjiang Province, promoting the industrial transformation and upgrading, promoting the better and faster development of the economy and society of Heilongjiang Province, and solving the problems in the process of development, Gradually enhance the status of Heilongjiang in the development of ice and snow projects, and further excavate and integrate ice sculpture and snow sculpture culture, ice and snow economy and trade culture, ice and snow festival culture, ice and snow event culture, ice and snow building culture, ice and snow decoration culture, ice and snow catering culture, The resources of ice and snow entertainment and leisure culture fully display the characteristics of ice and snow culture, enrich the connotation of ice and snow culture, expand the development space of ice and snow culture, and strengthen the competitiveness of ice and snow culture. Through setting up the image of ice and snow in Heilongjiang, we can urge Heilongjiang to maintain a strong position of ice and snow culture industry, embody its own advantages, promote the economic growth of the whole province, promote the integration of industry, improve the quality of culture, and set up the brand effect of Heilongjiang Province. Based on the definition of ice and snow tourism culture industry, the author synthetically applies the theory of culture industry, the theory of industrial competitiveness, the theory of industrial agglomeration and the theory of incentive regulation, and sums up many factors that affect the development of ice and snow tourism culture industry. In view of the present situation of ice and snow tourism culture industry in Heilongjiang Province, this paper analyzes the promoting role of the ice and snow tourism culture industry strategic development in Heilongjiang Province from the perspective of economic and industrial policies, such as finance, taxation and finance, as well as the policy of human resources. As well as the current policy remains the flaw and the asymmetry influence. By using the methods of theoretical analysis, data statistics, causality analysis, comparative analysis and literature analysis, the paper investigates and draws lessons from the implementation effect and historical experience of the governments of Japan, South Korea, Russia and other countries in developing their own ice and snow tourism cultural industry. Based on the enlightenment of developing ice and snow tourism culture industry, and combining with the situation of Heilongjiang Province, this paper explores the road suitable for the development of ice and snow tourism culture industry in Heilongjiang Province, and puts forward some feasible and targeted policy suggestions for the development of ice and snow tourism culture industry in Heilongjiang Province. Specifically including financial investment, the establishment of a special fund for ice and snow tourism culture, the increase of preferential tax policies, the extension of industrial clusters, the extension of industrial chains, the strengthening of international cooperation, the introduction of tourism products, and the increase in the number of ice and snow tourism culture related majors in colleges and universities. To increase industrial bases, introduce innovative talents, broaden financing channels, enrich financial products, and improve supporting financial services; bring brand effects into play by holding large-scale ice and snow tourism cultural activities and expanding publicity of the ice and snow tourism culture industry in Heilongjiang Province. So as to promote the overall economic development of Heilongjiang Province.
