新“四化”進(jìn)程中城鎮(zhèn)文化建設(shè)的意義

【摘要】：黨的十七屆六中全會(huì)通過(guò)了《中共中央關(guān)于深化文化體制改革、推動(dòng)社會(huì)主義文化大發(fā)展大繁榮若干重大問(wèn)題的決定》，大會(huì)科學(xué)的闡述了關(guān)于中國(guó)特色社會(huì)主義文化的發(fā)展道路，提出了堅(jiān)持中國(guó)特色社會(huì)主義文化發(fā)展道路，深化文化體制改革，推動(dòng)社會(huì)主義文化大發(fā)展大繁榮，努力建設(shè)社會(huì)主義文化強(qiáng)國(guó)。在2012年11月，中國(guó)共產(chǎn)黨第十八次全國(guó)代表大會(huì)報(bào)告中提出：“堅(jiān)持走中國(guó)特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路，推動(dòng)信息化和工業(yè)化深度融合、工業(yè)化和城鎮(zhèn)化良性互動(dòng)、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化相互協(xié)調(diào)，促進(jìn)工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化同步發(fā)展�！边@些重大的頂層設(shè)計(jì)、政策信息和戰(zhàn)略部署，給近年來(lái)備受關(guān)注的中國(guó)城鎮(zhèn)化發(fā)展問(wèn)題指明了前進(jìn)的方向。 我國(guó)文化領(lǐng)域正處于廣泛和深刻的變革時(shí)期，發(fā)展中國(guó)特色社會(huì)主義城鎮(zhèn)文化，建設(shè)社會(huì)主義的文化強(qiáng)國(guó)，是我國(guó)未來(lái)的發(fā)展趨勢(shì)。在城鎮(zhèn)化的過(guò)程中，城鎮(zhèn)文化的確立至關(guān)重要，城鎮(zhèn)文化即帶有鄉(xiāng)土文化的遺跡和色彩，又帶有都市文化的現(xiàn)代內(nèi)涵，是介于鄉(xiāng)土文化和都市文化之間，新型的文化樣態(tài)，本文認(rèn)為城鎮(zhèn)文化的建設(shè)和確立，是城鎮(zhèn)化的重要組成部分，是城鎮(zhèn)化軟實(shí)力建設(shè)的重要內(nèi)容，從一定意義上說(shuō)，如果缺少城鎮(zhèn)文化內(nèi)涵的城鎮(zhèn)化就是沒(méi)有生命和靈魂的鋼筋水泥堡壘。我國(guó)的城鎮(zhèn)是連接城鄉(xiāng)的重要紐帶，在城鄉(xiāng)一體化中具有舉足輕重的地位，城鎮(zhèn)文化建設(shè)是未來(lái)城鎮(zhèn)化發(fā)展的必由之路，，關(guān)系到我國(guó)經(jīng)濟(jì)發(fā)展、文化體制改革、民族文化素質(zhì)的提高。因此，研究城鎮(zhèn)文化建設(shè)具有重大的現(xiàn)實(shí)意義和理論價(jià)值。 本文緒論部分，闡述了論文的研究背景和選題意義，綜合分析了國(guó)內(nèi)外在城鎮(zhèn)文化建設(shè)上的研究成果；第一章從論文涉及的概念入手，對(duì)重要概念進(jìn)行界定，回顧國(guó)內(nèi)外城鎮(zhèn)文化的發(fā)展歷史并闡述其特點(diǎn)和啟示；第二章立足于十八大對(duì)“四化同步”的新表述，分析城鎮(zhèn)文化與新型城鎮(zhèn)化、新型農(nóng)業(yè)現(xiàn)代化、新型工業(yè)化、新型信息化的關(guān)系并深入展開；第三章從國(guó)際和國(guó)內(nèi)的形勢(shì)入手探討了我國(guó)城鎮(zhèn)文化建設(shè)所面臨的機(jī)遇和挑戰(zhàn)，認(rèn)清形勢(shì)并做好城鎮(zhèn)文化建設(shè)發(fā)展的部署。之后深入探討我國(guó)城鎮(zhèn)文化建設(shè)存在的問(wèn)題和城鎮(zhèn)文化建設(shè)的立足點(diǎn)，層次逐步加深；第四章是城鎮(zhèn)文化建設(shè)的對(duì)策性研究，針對(duì)造成問(wèn)題的原因，并借鑒國(guó)內(nèi)外城鎮(zhèn)文化建設(shè)中的成功模式和經(jīng)驗(yàn)，分別從政府行為的積極作用、文化產(chǎn)業(yè)的發(fā)展和教育的培訓(xùn)三方面進(jìn)行對(duì)策的分析。

" These major top-level designs, policy information and strategic arrangements point out the way forward for China's urbanization development, which has attracted much attention in recent years. The cultural field of our country is in a period of extensive and profound transformation. It is the development trend of our country in the future to develop socialist urban culture with Chinese characteristics and to build a socialist cultural power. In the process of urbanization, the establishment of urban culture is very important. The urban culture has the vestiges and colors of local culture and the modern connotation of urban culture. It is a new cultural model between local culture and urban culture. This paper holds that the construction and establishment of urban culture is an important part of urbanization and an important part of the construction of urbanization soft power. If the urbanization without the connotation of urban culture is a reinforced concrete fortress without life and soul. The cities and towns of our country are the important ties connecting urban and rural areas, and play an important role in the integration of urban and rural areas. In the introduction part of this paper, the research background and significance of the thesis are expounded, and the research results of urban cultural construction at home and abroad are comprehensively analyzed. The first chapter begins with the concepts involved in the paper, and defines the important concepts. Reviewing the history of the development of urban culture at home and abroad and expounding its characteristics and revelations; chapter II, based on the new expression of the "four modernizations" in the 18th National Congress of the Communist Party of China, analyzes the relationship between urban culture and new urbanization, new agricultural modernization, and new industrialization, The third chapter discusses the opportunities and challenges faced by the cultural construction of cities and towns in China from the international and domestic situations, and makes a clear understanding of the situation and plans for the development of the cultural construction of cities and towns. After that, the problems existing in the cultural construction of cities and towns and the foothold of the cultural construction of cities and towns in our country are discussed in depth, and the levels are gradually deepened. The fourth chapter is the strategic research on the construction of urban culture, aiming at the causes of the problems. Based on the successful models and experiences in the cultural construction of cities and towns at home and abroad, the countermeasures are analyzed from three aspects: the positive role of government behavior, the development of cultural industry and the training of education.
